The Technical Field Manager (TFM) has the primary function of providing technical advice to the national staff under his/her responsibility. The purpose of providing this technical advice is to develop the capacity and technical knowledge of the national staff within DDG and other implementing partner. TA ensures that the correct and safe Mine Action practices are followed, and that staff tasks and responsibilities are carried out correctly, efficiently and effectively.
Staff management and capacity building
Daily management and supervision of operational activity
Mentor, manage, monitor and supervise the national staff ensuring that they carry out their duties in a responsible manner in accordance with SOPs and their job description
Deliver and monitor where applicable training to build capacity within the national staff in consultation with the Operations Manager
Internal quality assurance of EOD, BAC and NTS teams and providing corrective action where necessary.
Support capacity building of local NGO partners through training and mentoring
Planning, monitoring and evaluation :
Assist Operations Manager in planning and tasking of operational assets
Deployment of operational assets
Monitoring of procedures and quality assurance of operations
Monitor and analyse productivity and report back with recommendations for improvement
Weekly progress reports to the Operations Manager
Quality Assurance reports to the Operations Manager
All task specific documentation in accordance with SOPs
Ensure that priorities set by the programme and LibMAC are met and the requirements of the Donors and beneficiaries are taken into consideration
Implement security measures in accordance with the security plan and coordinate with the Operations Manager/ Programme Manager and Security Advisor Libya/Tunisia.
About you :
Experience and technical competencies:
Substantial documented professional Technical experience in Mine Action
Minimum of EOD Level 3
Basic first aid
Basic radio communication skills
Command of most common methodologies to identify, assess and monitor activities, with proven record of achievements.
Strong administration and organizational ability
Excellent management and personnel skills – a calm and diplomatic disposition will be preferred
Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
Ability to work independently and still be a good team player
Good computer skills including Excel and Word
Experience – or interest in – humanitarian/development work
Background in training
Working experience in the MENA Region, especially Libya
Fluency in written and spoken English
Knowledge of Arabic an asset
