Governance & Peacebuilding Programme Manager - British Embassy Tripoli






The British Embassy Tripoli has a vacancy for the position of Governance & Peacebuilding Programme Manager grade B3 (L) to be based in Libya Office Tunis (LOT), Tunisia to start in March/April 2020.
Main Purpose of the Job:
The main purpose of the role is to assist in managing LOT’s portfolio of projects in Libya, funded through the UK’s Conflict, Stability and Security Fund (CSSF). In particular, the incumbent will be responsible for leading the day-to-day management of UK-funded governance and peacebuilding projects, as part of the broader LOT programme team. Reporting to the LOT Conflict Adviser, the incumbent will work primarily in Tunis, but may also be required to travel to Libya, when the situation allows, and occasionally to London.
Main Duties and Responsibilities:
The LOT programme team is responsible for managing the UK’s Conflict, Stability and Security Fund (CSSF) programme in Libya, a global fund which aims to support the delivery of UK policy. The Libya CSSF programme supports a range of political, stabilisation, economic and governance projects, which aim to delivery against the UK’s Libya strategy. Project focus areas include mine action, women’s empowerment, private sector development, and conflict resolution and mediation. The Libya CSSF programme budget for the financial year 2020/21 is expected to be approximately £15 million.
LOT is formally part of the British Embassy Tripoli, which is currently co-located with the British Embassy Tunis. The UK Embassy Tripoli remains officially closed due to the conflict, though the UK continues to maintain full diplomatic relations with Libya. Her Majesty’s Ambassador to Libya and the Embassy’s Senior Management Team oversee staff, operations and activities; we work as one team to deliver UK objectives in Libya.
We are seeking a motivated, flexible, and professional individual who can apply their project management skills in a fast-paced and ever-changing environment to support the successful delivery of UK-funded projects in Libya. The position provides an excellent opportunity for professional development, working closely with a number of UK, Tunisian, and Libyan experts across a number of sectors.
Key responsibilities will include:

Day-to-day management of at least two UK-funded governance and peace-building projects, working closely with implementing partners to ensure projects achieve expected results in line with UK standards around value for money, gender and conflict sensitivity, and risk management.
Early identification and resolution of any problems that arise in relation to project delivery, including through regular communication with implementing partners and stakeholders (e.g. government officials, other donors, civil society organisations, etc.) and closely monitoring of project progress.
Support monthly and/or quarterly project reporting to London, and the provision of regular updates to the Conflict Adviser, the Head of Programmes and the wider LOT programme team.
General programme support to the Head of Programmes and other programme team members, including by: representing the UK at relevant meetings, and reporting back as needed; commissioning, collating and quality-assuring project reporting/data; and providing ad hoc support to other tasks that may arise.
Maintaining a comprehensive network of contacts with all those involved in your portfolio of projects and related issues in Libya, including within the Embassy, London colleagues, implementing partners, and project leads in other embassies and counterparts in Libya.
Contributing to wider Embassy corporate life and making LOT a great place to work, such as participation in activities and committees to benefit the wider team.

Key skills required:


Programme management – ability to effectively manage complex projects in challenging environments, ensuring they are delivered in line with expectations, on time, and on budget.

Governance and peacebuilding – a good understanding of governance and peacebuilding concepts and their application through programmatic interventions in complex fragile and conflict-affected contexts.

Stakeholder management – ability to build and maintain a strong network of contacts within the Embassy, other UK government departments in London, other embassies and international partners, Libyan counterparts and implementing partners.

Team player – ability to work collaboratively with staff across the Embassy and support other team members.

Essential qualifications, skills and experience  



Advanced ability to communicate fluently, effectively and persuasively in English, and Arabic (both orally and in writing)
Strong organisational skills
Computer literate, especially in Microsoft Office (Word, Excel, PowerPoint, and Outlook)
Knowledge of Libya, the Middle East and North Africa region
Experience working in or on fragile stages
Knowledge of Foreign and Commonwealth Office systems
Experience of working with the international donors
Experience of working with the Libyan government at national or municipal level





Desirable qualifications, skills and experience  



Fluency in French is desirable

Working Hours and Remuneration:
The Embassy offers a starting salary of TND 3,174 rising to TND 3,927 after successful completion of 3-month probation. This position is for a full-time employment, fixed term contract for one-year (extendable in principle).
Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00 am to 16:30 pm from Monday to Thursday. 08:00 – 13:00 on Fridays. A flexible working pattern may be possible by agreement with the line manager but it would be dependent on business requirements.

The successful candidate will need to be cleared for security purposes by the UK Government, and must be legally able to work in Tunis, Tunisia with the correct visa/status or work permit.
