Background on ACTED

Country profile
ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.
Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Background on the mission
ACTED/CIL is developing projects focused on the displacement of people in Libya due to conflict. These projects aim to support IDPs, returnees and host communities. More specifically, ACTED is supporting the return of IDPs in Sebha through the implementation of Quick Impact Projects. These projects will be implemented through third-party sub-contractors and CSOs in the areas that have witnessed conflict, covering the priority needs of returnees, IDPs and host communities in these districts.





Assignment
Under the direct supervision of the Head of QIPs in Tunis, the QIPs Engineer will be mainly involved in assisting with the implementation and management of the Quick Impact Projects of the Sebha area. More specifically, he/she will be responsible for ensuring the adequate implementation of infrastructure construction and/or public service building rehabilitation in the target areas as per technical standards and project objectives.

Functions
The QIPs Engineer will be responsible of the implementation and management of Quick Impact Projects by providing relevant technical expertise. More specifically, he/she will be in charge of ensuring the adequate implementation of small to medium scale civil works/infrastructure construction and/or rehabilitation in the target areas as per technical standards and project objectives.
Duties and responsibilities include:
§  Advise on project activities, consultations regarding contract development and technical specifications for all construction-related projects;
§  Conduct technical assessments of sub-contractors and develop bill of quantities (BOQ) for infrastructure/civil works and public service building rehabilitation;
§  Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required in terms of quality and quantity;
§  Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids if necessary;
§  Liaise with all local/national government representatives to allow for timely completion and to address any issues raised regarding sub-contractor’s work;
§  Supervise construction sites and works of ACTED sub-contractors, complete regular report on construction progress, quantities delivered to the sites, sites conditions, with photo documentation, notify of any challenges/delays in the workplan;
§  Cross check reports emitted by the consultant/contractor for accuracy (if any);
§  Draft memos detailing lessons learned and best practices identified during the project, especially regarding the infrastructure construction and rehabilitation.




The QIPs Engineer may also be requested to provide support for the implementation of grants as part of other projects implemented by ACTED/CIL in Libya.
In light of his/her functions, the QIPs Engineer acknowledges the fact that the nature of his/her work might evolve. Thus, he/she may be given other responsibilities and attributions with new opportunities that arise and in accordance with his/her competences and qualifications. The QIPs Engineer therefore accepts in advance that his/her attributions may be enlarged or modified during the course of the project.
 
 
Qualifications

Education: Bachelor’s degree in civil engineering, public works or relevant field;
At least 2 years of experience working on construction/public works and civil engineering in Libya;
Experience with local public authorities in Sebha is an asset;
Good knowledge of legal framework of the construction and civil engineering sectors in Libya;
Good knowledge of standards and regulations in supervising public works;
Familiarity with the aid system, and ability to understand donor and governmental requirements;
Excellent communication and drafting skills;
Proven ability to work creatively and independently both in the field and in the office;

Being a strong team player and adept at creating a strong team spirit;

Ability to organize and plan effectively;
Ability to work with culturally diverse groups of people;
Ability to travel and work in difficult conditions and under pressure;
Highly proficient in written and spoken Arabic;
Working knowledge of English is required both spoken and written;
Strong knowledge of Microsoft office (Word, Excel, PowerPoint…).

 
Conditions
 
Salary defined by the ACTED salary grid. Educational level, expertise, hardship, security, and performance are considered for pay bonus.
