Project Background:
The Libya Local Governance and Civil Society (LGCS)/Taqarib Project activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, sub-national government administration, and citizens. LGCS/Taqarib works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and sub-national government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and sub-national decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda
Function of the Position:
The primary mandate of the Data Visualization Specialist is to work closely with the Communications Director to lead all data visualization and graphic design functions on the Taqarib team. The Specialist will identify data sources and analyze data to create meaningful infographics, maps and charts from data. The Data Visualization Specialist will be creative, adaptable, collaborative, and able to support multiple efforts simultaneously
Roles and Responsibilities:
Identifies sources of data, analyzes relevant information, and conceptualizes, drafts, and finalizes data visualizations using applicable software platforms (tableau, PowerBI, etc.).
Maintains up-to-date knowledge of data sources, evaluating their credibility and potential utility.
Ensures data visualizations’ compliance with Taqarib`s branding guidelines.
Reports directly to the MEL Director and supports the Communications Director in incorporating visualizations effectively into reports and presentations.
Supports Objective Leads in incorporating visualizations appropriately into their adaptive-management and communication efforts.
Applies design and data analysis techniques to organize the presentation of data in visually innovative ways in order to improve understanding, reveal insights, and supply evidence for decision-making.
Trains relevant Taqarib team members in the creation of superior visualizations.
Provides support in the formatting of project documents.
Participates in various assigned projects, including those led by Taqarib beneficiaries.
Qualifications:
Minimum Qualifications:
Superior portfolio of prior work, submitted as part of the application
Experience developing charts, maps, info-graphics, and other graphic materials that help to clarify or expand on text in proposals, preferably for a government contractor. (Candidates may be asked to present a portfolio of their relevant work.)
Ability to identify, access, and analyze data to create meaningful graphics.
Strong customer focus and organizational skills with the ability to manage multiple projects under tight deadline constraints.
Excellent knowledge of Adobe Illustrator, Tableau, Microsoft Office, and other relevant software.
Knowledge of open data, GIS, and similar relevant data sources.
Minimum of bachelor’s degree and 4 years of experience; or master’s degree and 2 years of relevant experience.
Oral and written fluency in English.
