Data Visualization and Graphic Design Specialist Tripoli or Benghazi - International Republican Institute (IRI)



Project Background:
The Libya Local Governance and Civil Society (LGCS)/Taqarib Project activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS/Taqarib works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda

Function of the Position:
The primary mandate of the Data Visualization Specialist is to work closely with the Communications Director to lead all data visualization and graphic design functions on the Taqarib team. The Specialist will identify data sources and analyze data to create meaningful infographics, maps and charts from data; S/he will be responsible for enhancing the design elements of Taqarib’s external communications in print and digital media, including social media, presentations, print publications. The Specialist may be asked to produce similar content for our Libyan beneficiaries such as partnering municipal councils or civil society organizations. The Data Visualization and Graphic Design Specialist plays a uniquely impactful role on this heavily public education driven project, and will be creative, adaptable, collaborative, and able to support multiple efforts simultaneously.
 
Roles and Responsibilities:

Identifies sources of data, interprets relevant information, and conceptualizes, drafts, and finalizes graphics.
Maintains up-to-date knowledge of data sources, evaluating their credibility and potential utility.
Ensures graphics’ compliance with Taqarib’s branding guidelines.
Supports the MEL Director and the Communications Director in incorporating graphics effectively into reports and presentations.
Support Taqarib Objective Leads in incorporating graphics appropriately into their communication efforts, and to clarify concepts to inform decision makers.
Applies design and data analysis techniques to organize the presentation of data in visually innovative ways in order to make it easier to understand, insightful, and actionable by end users.
Trains relevant Taqarib team members in the creation of superior graphics.
Provides support in the formatting of other documents.
Participates in various assigned projects, including those led by Taqarib beneficiaries.

 
Qualifications:
Minimum Qualifications:

Superior portfolio of prior work, submitted as part of the application
Experience developing charts, maps, infographics, and other graphic materials.

Outstanding aesthetic sense combined with experience applying visual design skills to serve business communication objective
Ability to identify, access, and analyze data to create meaningful graphics.
Excellent knowledge of Adobe Illustrator, Microsoft Office, Power BI and/or other relevant software.
Knowledge of open data, GIS, and similar relevant data sources.
Demonstrated experience with Adobe Creative Cloud (e.g., InDesign, Illustrator).
Technical fluency across the design toolkit and ability to learn new tools, systems, and approaches.
Meticulous attention to detail.
Comfortable working under fixed deadline pressure in a fast-tempo environment.
Ability to translate complex concepts, data, and text inputs into appealing, complementary visual content.
Bachelor’s degree plus 5 years of relevant professional experience, or Master’s degree plus 3 years of relevant professional experience.
Oral and written fluency in English.

Preferred Qualifications:

Experience and expertise in both digital and print design strongly preferred
Superior skills across the spectrum of design software, including the following programs or a functional equivalent: SVG, Canvas, CSS 3, JS, D3, Sketch, WebFonts, HTML 5. Facility with Final Cut Pro.
High degree of literacy and numeracy; experience proofreading.
Knowledge of international development.
Experience applying and maintaining corporate style guides.
