Community Liaison Assistant – Tripoli - International Rescue Committee


Job Description

BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.1 million People require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aimed to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. The IRC Libya program is in the process of expanding the scope and scale of both protection and health programming in Misrata, Sirte and Tripoli, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.

SCOPE OF WORK:

IRC is seeking a Community Liaison assistant to strengthen its country security and access by supporting volunteers and community health workers in conducting their work in a safe manner in accordance to IRC Libya country program security management system and its associated standard operating procedures.

RESPONSIBILITIES:

  • Together with Outreach officer to develop weekly work plans with Volunteers and outreach related to safety and security, movements and tracking.
  • Provide an awareness related sessions to the Volunteers and Outreach in timely manner.
  • Conduct Bi weekly meeting with outreach workers to review what difficulties faced and to share it with superiors with mitigation measures suggestions/proposal.
  • Work closely in related matters to safety and security with the Outreach officer and WPE senior officer to develop monthly plan for outreach activities concerning safety and security rules and regulations to be included.
  • Submit reports to his/her supervisor about outreach movement of activities location on weekly basis with work development recommendation and in case in requirement.
  • Train staff along with Outreach Officer and WPE senior officer on conduct regular safety audits and community consultations to identify risks faced by women and girls.
  • Analyze and share results of safety audits and community discussions with his/her superiors.
  • Assist in finding solutions to safety and Security challenges identified.
  • With the support from his/her WPE senior officer, develop IEC materials to raise awareness within the community.
  • Being as a reference for Volunteers and Outreach in all safety and security related subjects such (situation update, Communication Tree SFP……etc.
  • Safety and security mapping for Volunteers and Outreach area of work to ensure their Safety and Security.
  • Liaise with authorities at the suggested geographic area of work of the



Qualifications

REQUIREMENTS
  • A minimum of 1-2 years of non-profit or NGO work.
  • Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc.
  • Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
  • Written and verbal English mandatory and Arabic Skills a preferred plus

The IRC workers must adhere to the values and principles outlined in the IRC Way-Standards for Professional Conduct.  These are Integrity, Service, and Accountability.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
