Mental Health and Psychosocial Support Field Officer - The International Committee of the Red Cross



The ICRC Delegation in Libya has a vacancy for:
Mental Health and Psychosocial Support Field Officer
The position will be based in Tripoli Sub-Delegation
The successful candidate will contribute to the design, implementation, and monitoring of mental health and psychosocial support (MHPSS) program(s) in cooperation with the MHPSS delegate (based in LSU) and in accordance with the delegation’s broader programmatic objectives. Due to the semi-remote nature of the delegation and some of its mobile staff, s/he has the capacity to oversee programs and deliver services with a degree of autonomy. S/he is expected to actively contribute to planning and coordinating MHPSS activities in the field which promote the target population’s mental health and well-being.
Main Responsibilities:
Field and Operational Activities

Monitors the overall mental health situation at national and local level and remains sensitive to the humanitarian consequences of the conflict on the mental health system (e.g. Ministry of Health Mental Health departments, national/ international organizations, mental health facilities, access to care, etc.);
Establish, run, and monitor MHPSS activities (e.g. Help the Helpers Program) under the direct supervision of the TRI DHoSD with the technical support of MHPSS Delegate;
Establish and maintain contacts with authorities at local and national level, hospitals, Libyan Red Crescent Society (LRCS), Ministry of Health (MoH), local population, colleagues and other interlocutors as requested by the job requirements;
Contribute to the analysis of MHPSS needs of vulnerable groups and help identify most adequate ICRC intervention;
Contribute to carrying out assessments, prioritising needs, implement and monitor MHPSS activities;
Contribute and provide technical support including follow up, training and supervision to LRCS staff and volunteers when required;
Facilitate and organize MHPSS activities including but not limited to group and training activities organized by the Health Department-MHPSS Delegate- in Tunis;
Contribute to administrative, logistical, and financial support to facilitate MHPSS related activities when required;
Help actively with the organization and facilitation of the MHPSS activities such as but not limited to support group and training activities organized by the Health Department-MHPSS Delegate- in Tunis;
Is available to support and cover the other Health FOs during their absence and in case of emergency/ needs;
Attend mental health meetings organized by the national and/ or local health authorities in close coordination with the ICRC health department and prepare a written feedback;

Information Management

Communicate and co-operate with the TRI Health FOs and colleagues in other departments – Cooperation and Protection in particular;
Provide information and guidance to the mobile colleagues on cultural aspects of the context when needed;
Establish and build a network with relevant MHPSS interlocutors;
Maintains regular contact and updated information from medical interlocutors including LRCS, NGO’s, Associations, Universities, MoH, INGO’s when required and shares this information with supervisors in a timely manner;
Participates actively in the collection, analysis and sharing of MHPSS data including statistics, patient’s files and any other relevant info in the media and other sources.

Reporting

Contributes to operational reporting for internal and/or external purposes (WOR, MoM, FTR, Health Quarterly Technical Report, Sit Reps etc.);
Regular update of the Medical Activity Database (MAD) as well as the Results Based Management (RBM) file;
Provides support to communication-related events (e.g. seminars, dissemination sessions) to communicate on and promote MHPSS activities of the SD;
Provide monthly reports on the progress of the MHPSS activities, situation analysis, constrains, challenges and suggested solutions, as well as produces Minutes of Meeting (MoM) and Field Trip Reports (FTR) reports with recommendations;
Undertake the written and oral translation between Arabic and English when required;

Required Background, Skills and Experience

University degree in psychology/ Psychiatry/ Mental Health or equivalent with license to practice in Libya
Qualifications in public health or health management a strong asset;
Fluent written and spoken command of Arabic as well as English;
Good analytical and communication skills;
Computer proficiency;
3-5 years of work experience in the relevant field;
Ability to work with individual and groups to provide psychological support;
Very good knowledge of the mental/health system in the different geographical areas of Libya;
Ability to interpret and translate Arabic to English and English to Arabic accurately;
Good monitoring and evaluation skills and strong reporting skills;
Capacity to treat information confidentially;
Interested in humanitarian work (especially ICRC)
