Project description Sector: Employment promotion, private sector development, technical and vocational education and training

 

The German Government owned Organisation for International Cooperation (GIZ) started the implementation of the project “Employment Promotion and Economic Development in Libya”, commissioned by the German Federal Ministry of Economic Development and Cooperation (BMZ), in June 2018.

The project’s political partner is the Libyan Ministry of Labour and Capacity Building (MoL). It aims to improve the opportunities for income-generating employment for youths, women and vulnerable groups. The project works in three key areas: (1) Design and implementation of capacity building measures (innovative models for employment-generating qualification) (2) Improvement of the service offer for start ups and micro and small enterprises (3) Transition from training/education to work.

 

The project has to achieve its objectives with a number of indicators reflecting quantitative (number of persons brought into jobs, number of persons reached/trained) and qualitative (better working conditions) achievements in terms of employment. The project’s beneficiaries are young male and female job seekers. Disadvantaged people, such as internally displaced persons (IDPs) or casualties of war, are also included. The project is also aimed at start-ups and owners of micro and small enterprises as well as the employees of these companies.

 

The project’s capacity development strategy addresses the following levels: (a) At the level of individuals, entrepreneurs are equipped with skills to expand and professionalise their economic activities. Start-ups are strengthened in their technical and business skills. The skills of teachers and trainers from training institutions are updated. (b) At the level of organisations, governmental and non-governmental implementing partners are strengthened at local and national level in their capacity to be proactive and in their role as advisors and multipliers. (c) At policy level partners are encouraged to identify ways for an improve start-up and business climate.

 

Apart from the MoL, the project cooperates with the National Board for Technical and Vocational Education and Training (TVET), selected educational and training institutions, selected municipalities, business service providers as well as NGOs.

 

Due to the current conflict situation, the project is managed remotely.

 

Tasks of the

Economic Development Advisor

With guidance from the international expert team, the Economic Development Advisor is expected to perform the following tasks:

 

–      Act as project focal point in Libya;

–      Initiate and ensure continuous contact and exchange with the Libyan project partners (ministries; training and TVET institutions; NGOs; service providers; business and women organisations);

–      Support the partners in the selection of participants for capacity development measures;

–      Support and advice the partner organizations in the design and implementation of measures addressing final beneficiaries; the measures shall contribute to achieve the project’s employment objectives;

–      Contribute to the monitoring of the project’s outcomes (establish and update databases together with the project team in Tunis and the project assistant in Libya; contact beneficiaries for assessment of their whereabouts);

–      Prepare reports for the funding agency;

–      Facilitate and support networking and exchange activities among training institutions, NGOs, service providers (for training, advisory services);

–      Prepare and accompany tender processes to identify appropriate service providers for measures to be implemented in Libya;

–      Perform other tasks necessary to support the effective and efficient implementation of the project.

 

In particular facilitate, support and implement the following activities:

–      Follow up on the joint entrepreneurship initiative of GIZ and UNIDO: hold close contact with the implementing partners and the members of the advisory committee; accompany the training measures addressing aspiring entrepreneurs in Libya; monitor the training outcomes (in terms of creation of new businesses and jobs)

–      Advise partner organisations regarding the design and implementation of services for start-up support and enterprise promotion (micro, small)

–      Assist in the identification of funding sources and mechanisms for start-ups and micro and small enterprises

–      In cooperation with the partners identify and design appropriate capacity development measures for teachers and trainers in order to improve the quality of technical and vocational training and education

 

Professional experience

 

The necessary qualifications for the position of the economic development advisor within the programme are:

 

·         Master’s degree or equivalent in economics, business management, social sciences or comparable studies

·         At least 8 years of professional experience in relevant fields in particular start-up and (private) enterprise promotion, design and implementation of capacity building measures

·         Proven experience in the field of technical and vocational education and training (identification of training needs, design and implementation of measures)

·         Proven knowledge of the relevant international concepts of and approaches to private sector development including start-up, micro and small enterprise promotion

·         Knowledge on results-based monitoring and evaluation

·         At least 5 years of working experience in institutions and/or ministries in relevant fields (economy, finance, education, training) in Libya and 3 years working experience in the private sector

·         Very good knowledge of and contact with the relevant actors and stakeholders in the fields of private sector promotion and TVET in Libya

·         Experience in working with international and local experts and consultants

·         Experience in the management of commissions to consulting firms and experts

 

Other knowledge, additional competences

 

·         Ability to conceptualize; skills in situation and context analysis; ability to identify relevant key players and establish networks between them

·         Team player with high communication skills

·         Seniority and neutrality recognized by partners and other stakeholders

·         Proven ability to build solid and trustworthy relationships with partners at all levels

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

·         Managerial and organisational competences

·         Taking initiative

·         Excellent verbal and written English and Arabic language abilities. German and French are an asset.

 

  The expert will

·         be based in the GIZ office in Tripoli

·         have to travel to selected municipalities for partner contact and monitoring of activities

·         have to travel abroad on missions and for training

·         have to engage with stakeholders on international, national and municipal level.

 

The partner municipalities involved in the project interventions vary from activity to activity. They are mainly situated in the North and West of Libya.
