Civil Society and Citizen Engagement Consultant - Counterpart International

Job Profile: 
Counterpart International is activity recruiting a specialist in the areas of civil society strengthening, citizen engagement, civic advocacy, government accountability, and public oversight and involvement in municipal-level public service delivery for a USAID-funded Libya Public Financial Management program. Successful candidate will be a Libyan resident and will be expected to (1) canvas and map Libyan civil society organizations (CSOs) in up to 20 municipalities; (2) work with good governance CSOs to develop an anti-corruption tool-kit; (3) provide sustainability and organizational capacity trainings to CSOs; and (4) assist in identifying and arranging logistics for other project trainings. The research, training, technical assistance, and advisory work will take place in Libya and in Arabic, while reporting will be in English.
Primary Activities:
Counterpart seeks a Civil Society and Citizen Engagement Consultant who would be responsible for:

Conducting a mapping of up to 100 capable CSOs in 20 target municipalities.
Advertise and select up to 30 CSO and municipal government representatives to attend two separate one-week trainings on public budgeting and accountability.
Support planning, logistics, and other aspects of training.
Work with CSO and municipal government trainees to develop local budget and service delivery improvement plans in 20 municipalities.
Work with selected CSOs on developing a tool to assess municipal transparency and accountability.
Design and deliver three-day financial sustainability training for Libyan CSOs and grantees.
Provide virtual support to project team and training participants for up to 3 months after the trainings.
Respond to headquarter requests for activity reporting and information; attend technical meetings in-country with partner staff.

 
Qualifications and Experience:

A technical specialist with at least 8 years of experience working on issues of civil society strengthening, citizen engagement, civic advocacy, government accountability, and public oversight and involvement in municipal-level public service delivery in Libya.
Experience doing desk research, mapping, and writing.
Demonstrated experience and skills as a trainer – using participatory methods and proven adult learning tools and methods.
Ability to develop curricula in English and Arabic and deliver training in Arabic. Attention to detail and ability to organize the selection and travel of participants for in-country training.
Advanced degree in public administration, political science, business, or a related field.
