Psychologist – Misrata - International Rescue Committee


Job Description

Background/IRC Summary:

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. Based on the current health situation in Libya and the needs faced by people present in the country, the IRC has the specific goal of ensuring that migrants outside detention centers, vulnerable groups and the hosting population will have access to quality primary healthcare services, including, , mental health and psychological support (MHPSS), reproductive health and non- communicable diseases (NCDs). The mental health and psychosocial support (MHPSS) program aims to ensure that crisis affected populations have access to high quality humanitarian services focusing on the promotion and treatment of mental health concerns.
 
 
Job Overview/Summary:
 
 
The psychologist will be responsible for providing evidence based preventative and curative services to the IRC patients with Mental Health conditions at Primary Health Care Level. The psychologist will also be responsible for managing cases, conducting appropriate referrals to a psychiatrist if needed and protection services. The psychologist will provide psychological interventions based on the client’s needs and presenting complaints. There will be a focus on vulnerable populations, specifically, but not limited to children, survivors of gender based violence, and people with serious security and medical concerns.
 
RESPONSIBILITIES:
 Adhere to internationally recognized best practices for evidence based psychological interventions and the management of clients with mental health concerns. This includes ensuring the confidentiality of clients and respecting their decisions.
 
 Provide age-appropriate individual and/or group counselling services, including assessment of client needs; basic, crisis counseling; support to clients in pursuing services and support.
 
 Assess the client’s needs and presenting complaints and develop a care plan with the client based on those needs.
 
 Support the client(s) coping process and mobilize their internal and external resources for processing extreme adversity.
 
 Perform follow ups when required.
 
 Provide psycho-education sessions to family members of clients when needed.
 
 Refer patients to mh-GAP trained GPs and other health professionals whenever necessary.
 
 Maintain an effective working relationship and regular communication with other health and protection team members working on the same project.
 
 Maintain effective working relationships with relevant stakeholders including referral organizations, community groups and other implementing partners.
 Complete daily case reports and data collection according to guidance provided by the Medical Team Leader.
 Collaborate with the rest of the team to exchange information and ensure that IRC programs are responding to the evolving needs of migrants, refugees and local population accessing the PHC Facilities.
 Support the development and implementation of Mental Health awareness raising sessions, prevention and promotion activities in the health Facilities and throughout the local community
 Other duties as assigned by the supervisor to enable and develop IRC programs;
 Participate in weekly team meetings.
Key Working Relationships:
Position reports to: Medical Team Leader
Indirect Reporting: Psychiatrist/ Supervisor
Working Environment: This position will be based out of the IRC field office in Misrata and Zliten, Libya with possible visits to Tunisia.

 

Qualifications

REQUIREMENTS:
 Licensed Libyan psychologist
 Minimum three years professional experience in supportive counselling
 Experience conducting assessments, using screening tools and creating individual care plans for clients seeking mental health services;
 Experience in providing psychological interventions to migrant and refugee populations is an advantage
 INGO experience preferred
 Knowledge of the Inter-Agency Standing Committee (IASC) MHPSS in emergencies guidelines
 Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries
 Positive and professional attitude, including ability to work well in a team setting, flexible and able to handle pressure well
 Very good communication in English and fluent in Arabic.
