Context:
 
Under the overall guidance of the Deputy COM and direct supervision of the Migration Health Coordinator in IOM Libya, the incumbent is responsible for assisting the Migration Health Unit in the development, coordination and implementation of migration health projects based on identified priorities and needs outlined by the IOM Libya Mission and the Humanitarian Response Plan.
 
Core Functions / Responsibilities:
 

Identify new project opportunities and assist the Migration Health Officer in developing project proposals on migration health including but not limited to health needs of conflict-affected populations, victims of trafficking, irregular migrants, and other mobile populations and their host communities.

 

Support the management of migration health activities as appropriate, including staff management and financial oversight, notably on nutrition, public health management of communicable diseases and MHPSS projects.

 

Assist in the development of improved systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs.

 

Coordinate the implementation of IOM’s Migration Health activities with the Ministry of Health and the UN/NGOs/INGOs partners, and work with relevant health authorities in identifying gaps and needs related to the health of migrants.

 

Assist in building and maintaining a network of medical professional that could be mobilized during emergency situation and establish good relationship with government and private owned hospitals and clinics that will accept and treat migrants in their facilities

 

Monitor and evaluate the quality of medical care provided to IOM beneficiaries to ensure that it is up to national and IOM global standards.
Supervise and provide guidance on technical and administrative issues to the IOM Health staff in different geographic regions of Libya.

 

Actively contribute to migration health related program analysis and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHA

 

Monitor closely the performance of implementing partners and ensure their compliance to IOM MHD guidelines

 

Support the implementation and further improvement of existing health information systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs.

 

Assist in development of training modules and materials, and act as trainer/ facilitator, whenever required, in IOM’s Migration Health trainings in close coordination with Health Coordinator/Consultant.

 

Ensure the confidentiality of the medical information of IOM beneficiaries.

 

Represent IOM Libya in national and regional task-forces and working groups on migration health related issues.


Undertake duty travels as required.
Undertake other related duties as assigned.

 
Required Qualifications and Experience
 
Education
 

University degree in medicine from an accredited institution with four years of relevant work experience;
An advanced university degree (Master’s or higher) in Public Health, Community Health, Health Policy & Management, Epidemiology or related with 2 years of relevant work experience.

Experience
 

Minimum of seven years of professional experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;
Experience in project development and management would be an added advantage;
Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system;
Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise;
Demonstrated ability to supervise and direct staff and create team oriented environment;
Demonstrated ability and willingness to travel and work in difficult areas/situations; and drive for results;
Strong level of analytical skills and computer literacy

Languages
 

Fluency in English and Arabic is required.
Working knowledge of French and/or Spanish is an advantage.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
