Context:
 
Under the general supervision of the Operations Officer – Movement (Program Manager- VHR) and the direct supervision of the Reintegration & Outreach Officer, the Reintegration Assistant will support the implementation of the reintegration operations in compliance with IOM established procedures to ensure the orderly and timely collection of migrants’ information before departure to facilitate the reintegration procedure afterwards.
 
Core Functions / Responsibilities:
 
Required Qualifications and Experience
 

Support coordination and monitoring of provision of reintegration support/post-arrival assistance to returnees in general from Libya, including counselling, psychosocial assistance, training and capacity building, job placement, socioeconomic reintegration and relevant referrals, in accordance with IOM policies and project specifications;
In coordination with the Reintegration & Outreach officer to support the implementation of reintegration project work plan; map and disseminate best practices for successful reintegration projects and bets practices;
Maintain an updated record of VHR reintegration cases and files, ensuring the confidentiality of the data. Record keeping and maintenance of all reintegration vouchers and supporting documents, in accordance with IOM guidelines.
Distribute tasks among Reintegration case workers, set work-plans and follow-up on their performance, support with their monthly plans, review quality of their case-management and liaise with Reintegration Officer for advice on complicated cases, while coordinating closely with the receiving missions the reintegration case-management;
Support in provision of the VHR communication tools for the beneficiaries, including reintegration processes as well as case studies and stories of return.
Undertake field activities in an assigned area or areas, such as at transit centre, third party facility, to monitor and guide reintegration team in completing filed support activities;
In synergy with IOM Libya Units Displacement Tracking Matrix (DTM) and Migrant Resource and Respond Mechanism (MRRM) coordinate implementation and monitoring  of outreach activities in migrants’ communities across Libya, to identify migrants interested in IOM Voluntary Humanitarian Return (VHR) assistance;
Provide regular feedback on work being accomplished to the Reintegration & Outreach Officer and keep supervisor immediately informed of any issues that arise.
Demonstrate an in-depth understanding of relevant Movement Operations SOPs and databases (including MiMOSA and PRISM), as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the Prevention of Sexual Exploitation and Abuse (PSEA.)
Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
Perform such other duties as may be assigned

 
Education
 

Bachelor’s Degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with three years of relevant professional experience; or
Secondary [high school] education with five years of relevant experience.

 
Experience
 

Prior Movement Operations or transportation experience is a strong advantage.
Strong computer skills – Word, Excel and Internet.

 
Languages
 

Fluent English.
Working knowledge of French is an advantage.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
