SCOPE OF WORK
Libya Local Governance and Civil Society Activity
SECURITY GUARD – Benghazi
Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda

Purpose:
The Security Guard will ensure the security and safety of all Benghazi LGCS facilities.
Responsibilities and Key Tasks:

Patrol regional office facilities, maintaining a safe and secure environment for staff and vehicles; fix faulty equipment.
Work with the risk management team to control all access to the office.
Only permit staff with DAI ID Cards to enter the office unaccompanied.
Check all DAI staff for weapons or unauthorized items and project property.
Maintain a visitors and staff logbook at the office entry.
Ensure all visitors are issued the visitors badge and escorted to the agreed reception point.
Ensure all gates/doors closed and secured when not in use.
Report any incidents to the risk coordinator.
Report for duty to conduct a handover before the shift begins.
Any other tasks as assigned.

Qualifications:

At least 4 years of professional experience or Bachelor’s (or equivalent) degree.
Experience providing security support to international organizations preferred.
Basic English-speaking ability required. Ability to read and write in English preferred.
