Staff Health Officer - The International Committee of the Red Cross



The ICRC Delegation in Libya has a vacancy for:

 Staff Health Officer

(Tripoli, Benghazi, Misrata, Sabha)
 Staff Health Officer is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes and maintains the physical and mental health of ICRC staff. S/He implements the staff health strategy in seven identified domains: 1. Staff health policy; 2. Prevention; 3. Healthcare and medical emergencies; 4. Stress management and crisis situations; 5. Health insurances; 6. Management of medical information; 7. Monitoring, assessment, and feedback.
Main Responsibilities
Field and operational activities

Carries out health briefings for all new ICRC staff.
Control and verification of vaccinations – Ensure that all mobile staff have completed all the required vaccinations before deployment in the field,
Organize medical visits for resident staff to recruitment,
Ensure the proper planning and monitoring of ophthalmological examinations (every two years) for all drivers,
Organize first aid training in collaboration with the cooperation department,
Ensure the management of first aid boxes.
Evaluates the medical structures available and quality of services provided in all different sub-delegations; identifies and monitors services for the referral and treatment of ICRC staff.
Provides advice and support to ICRC staff with health problems.
Compiles guidelines and procedures to be followed during the medical evacuation of personnel from the field or out of the country.
Implements and supervises staff health policies at all sub delegations.
Implements and follows up on ICRC stress policy.
Collects accurate and reliable data on illnesses, accidents, and absenteeism, with a view to providing statistics on illnesses and the medical risks taken by all staff.
Reviews medical invoices for anonymization and approval of medical expenses.
Reports to delegation management and provides feedback and recommendations on issues related to the staff’s health.
Carries out defusing and creates peer support groups following critical incidents in the field; follows up if further intervention is required.
Identifies, maintains contact with clinics and hospitals and evaluates the quality of services regarding staff health.
Work closely with the medical adviser on specific cases.
Adopt a behavior in accordance with the image and the principles of the institution.
Processes health bills, medical certificates and verifies their authenticity.
Applies and respects the administrative procedures.
Writes reports on activities (collects relevant information) and transmit quarterly to the regional coordinator in Dakar on the implementation of the program, the progress of work in progress, innovations, statistics, indicators, etc.
Acts as contact person for all employees with resident contracts regarding medical problems and accidents; explains the arrangements regarding health insurance for employees with resident contracts.
Maintains strict confidentiality with regard to all medical information.
Takes part, with the administrator and the health coordinator, in selecting medical facilities for employees, and referring employees to these facilities. Informs employees about treatment and hospital costs.
Ensures that employees use the medical facilities selected, and obtains approval for the use of other facilities/specialists from the administrator.
Ensures that employees know how their medical invoices are handled. Has employees sign waivers in exceptional cases.
Prepares medical invoices for payment and fills in cover sheets and green accounting stickers.
Sends cover sheets to accounts for reimbursement or payment.

Required background, skills and experience:

Medical degree and/or specific technical training related to health professions (medical doctor or registered nurse).
Computer literacy (e.g. MS Office).
Fluency in Arabic and an excellent command of English.
Expected to travel all over Libya.
3 years of clinical experience.
Experience in mental health and stress management.
Experience in medical evacuation and transportation.
Experience in the implementation of health programs.
Knowledge of public health and humanitarian principles, guidelines, and protocols.
Team spirit
Good analytical and synthesis skills
Good manager; sense of organization
Ability to set priorities
Precision, rigor in the work and method
Determination, autonomy, sense of responsibility and initiative
Sensitivity to an international working environment
Flexibility in schedules, resistance to stress, empathy.
Good knowledge of the Libyan health system
