Civil Society (Objective 2) Program Coordinator- Tripoli - International Republican Institute (IRI)



Organizational ProfileEstablished in April 1983, IRI is a nonprofit, nonpartisan organization committed to advancing freedom and democracy worldwide by helping political parties to become more issue-based and responsive, assisting citizens to participate in government planning, and working to increase the role of marginalized groups in the political process – including women and youth. IRI maintains a 501(c)(3)-tax status in the United States and receives funding through grants from the U.S. State Department, U.S. Agency for International Development, the National Endowment for Democracy, a number of European foundations and aid agencies and other Western countries, and the United Nations.  Less than one percent of IRI’s funding comes from private donations.
IRI has been active in Libya since 2012 and its program in country focuses on strengthening democratic governance and peacebuilding at the municipal level.
Project Background
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda

Position profile
General Description
The Civil Society (Objective 2) Coordinator will work closely with the Objective 2 Lead to partner with civil society organizations, community stakeholders, and citizens to foster community collaboration to enhance local governance and improve citizen’s lives. S/he will manage a complex workplan of events and activities, ensuring clear communication and collaboration with a range of stakeholders.
Reporting
The Objective 2 Coordinator will report to the Objective 2 Lead and work closely with regional office staff in Tripoli, Benghazi, and Sabha.
Essential Duties

Support Objective 2 Lead in implementation of all activities to support CSOs to advocate for citizen interests and facilitate platforms for citizen-government engagement.
Track progress toward defined objectives and proactively communicate issues and opportunities to Objective Lead.
Contribute to the development and implementation of the program strategy.
Assist in refinement of Organizational Performance Index (OPI) for use in Libya.
Coordinate with CSO partners to conduct OPI.
Support regional teams to identify CSO partners.
Maintain relationships with CSOs and support efforts to foster network and coalition building between them.
Engage CSOs to develop training and capacity development plans as well as advocacy activities with identified Municipal Councils and national organizations.
Supports grants team in design and implementation of CSO grants to advance citizen participation in local governance planning and perform government oversight.
Contribute to design of social accountability tools to empower citizens with data to engage municipal leaders.

Qualifications

At least six years of progressively responsible professional experience in democratic governance and politics, preferably working directly with civil society organizations/NGOs, government, universities, or community groups.
Undergraduate degree in political science, international relations or related field; Graduate degree preferred.
Knowledge of Libyan political history and structure required. Existing network of relationships with CSOs and other entities involved in local governance preferred.
Demonstrated experience working with US Government funded projects and familiarity with USG regulations and processes.
Experience with program management and operations.
Professional fluency in English and Arabic required.
Strong written and oral communication and presentation skills.
Ensure neutrality, and able to travel regionally
