ICRC Vacancy: Generalist Field Officer - The International Committee of the Red Cross

The ICRC Delegation in Libya, temporarily located in Tunis, has a vacancy for:
Generalist Field Officer
The position will be based in the Sabha Sub-Delegation
 
Main Responsibilities:
The function includes specific tasks, contributions and provision of advice related to:

Security management, the analysis of the variety of factors impacting on ICRC security and operations
Responsibility for an assigned geographical area within the Area of Responsibility (AoR) and/or for thematic files as file holder, analysis and identification of humanitarian needs (incl. regular oral/written reporting)
Coordination of ICRC humanitarian response in his/her assigned AoR
Networking with key interlocutors relevant for ICRC security and activities within the AoR
Sensitive in communicating with key players of the AoR and with bigger audiences
Conduct ICRC dissemination activities to audiences and interlocutors and thus contribution to the further positioning of the ICRC in the AoR
Supports other departments as assigned
Assists the Head of Sub-delegation in the security management of the Sub-delegation, especially with regards to premises and perimeter security, verification of ICRC rules applied and followed by staff and visitors, help prepare for field movements in support of the operational departments
Contributes to the analysis of the security environment, also with written reporting and visual displays (e.g. maps, excel-graphs etc.)
Develops mechanism and ensures proper information flow on all related matters among the Sub-delegation staff and for incoming visitors
Assists the Head of Sub-delegation in the analysis of the overall context and dynamics within the AoR and beyond (identification of regional and national dynamics that could impact on Sabha AoR)
Participates in the field trips to enhance multi-disciplinary approach and synergies in the ICRC’s humanitarian response
Performs tasks of networking, communication, and other tasks as assigned
Conducts dissemination sessions to different interlocutors if required, complements the Communication-activities and backs up the Communication Field Officer during the latter’s absence
Supports the Head of Sub-delegation and other field staff in field trips as Field Officer responsible for the team’s security, conducts interpretation if necessary
Performs as field trip leader for field trips, also multi-disciplinary, upon need

 
Required background, skills and experience:

Ÿ  University degree preferably in social sciences
Ÿ  Minimum of 3-5 years of experience in positions with public outreach or similar fields
Ÿ  Excellent knowledge of the overall dynamics of Southern part of Libya
Ÿ  Existing network with key players in the area of responsibility will be an asset
Ÿ  Advanced analytical skills, both on specific and general dynamics of Sabha AoR but also regarding the regional perspective
Ÿ  Good communication skills with good knowledge of written and oral English and advanced reporting skills (written reports)
Ÿ  Advanced computer skills a must (Word, Excel, PowerPoint)
Ÿ  Former work with a humanitarian organization or NGO/CSO an asset
