General Information




Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is assisting around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
 
PUI Libya mission started implementing operations in East of Libya (Benghazi area) in 2017 and developed an emergency health response that provides primary health care services to the most vulnerable population. PUI’s intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. In 2019, PUI Benghazi office is starting a new project called Evidence Based NCD care, a model for PHC in Libya with the objective to enhance access to Non-Communicable Disease health services in the PHC level in the target area. The project includes 2 health facilities and 2,000 patients will benefit from the services.
Additionally, Since 2018, PUI intends to extend its area of intervention to eastern and southern Mantikas in East of Libya to better reach out the most vulnerable. For that purpose, PUI conducted an exploratory mission in the Al Kufrah region (south-east Libya) in order to identify the specific needs of this isolated area and develop an adapted humanitarian response. Thus, PUI will soon start implementing comprehensive health related activities to ensure a continuous access to essential care.





 




Job Description




Overall objective




Under Health Program Manager’s (HPM) direct supervision, the Pharmacist ensures the overall functioning of PUI central Pharmacy located in Benghazi and proper pharmaceuticals management at PUI office as well as at Mobile Health Team (storage, distribution, inventory and consumption). The supply chain of medicines must be safe, reliable and documented at all levels. S/he collaborates with MHT related focal point and provides a technical supervision for drugs dispensation according to PUI procedures. S/he respects logistic and pharmacy procedures.

Specific objectives and linked activities





1.     Data collection, treatment and analysis
 
·       Monthly supervise the MHT’s data collection (in / out, consumption) and their data entry into Sagastock / Excel
·       Analyze the data to optimize the management of drugs and medical supplies (needs assessment, purchase, control, supply, cold chain, expiry dates, overstock/shortage etc.).
·       Ensure regular and appropriate use of management documents (inventory records, delivery notes, computer tools etc.)
·       Provide at any time reliable information on stock, consumption, use of medicines and health products for each project.
·       Contribute to the writing of donors’ reports specifically for information on pharmacy.
·       Make a backup, minimum monthly, of all computer data.






2.     Supply management
·       Work with logistics and medical departments for the purchase of medicine and equipment, in accordance with PUI and donors’ procedures for all mission program.
·       Place orders in collaboration with the HPM and the Medical Coordinator.
·       Ensure procedures with the local health and administrative authorities to obtain import licenses and taxes exemption.
·       Under HPM’s supervision, ensure, in collaboration with the logistics department, local purchases from urgent needs in respect of logistics and PUI quality assurance procedures (QUAMED audit recommendations, manufacturing site, etc.).
·       Supervise the delivery and receipt of goods and the quality control of drugs received. Inform logistics and Medical Coordinator in the event of non-compliance






3.     Stocks management
·       Supervise the management of the central stock (i) the movement of stock both in the computer database Sagastock / excel as well as physical movements (ii) the anticipation and management of expired drugs.
·       Conduct the monthly physical inventory. In case of discrepancies between physical inventory and theoretical stock, investigate and inform the HPM and the Medical Coordinator.
·       Ensure a proper storage (especially conditions of temperature, humidity, light and safety), ordered (storage, classification, labeling) and secure (key access) according to the PUI pharmacy procedures.
·       Ensure that storage conditions are in line with national legislation, in particular for narcotic and psychoactive drugs.
·       Monitor stock management of the pharmacy, and MHTs medical stocks and plan restocking.
·       Ensure the understanding and application of procedures and tools used by the Mobile Health Clinics teams.
·       Supervise the stock management of particular pharmacies (vehicles, first aid kits, etc.).
·       Inform the HPM in case of irregular consumption.
·       Ensure that expired or damaged items are properly put in quarantine and ensure their effective destruction.
·       Ensure pharmacovigilance including the immediate report of any problem with the quality of a drug in accordance with PUI pharmaceutical management procedures.
 






4.     Supply management of MHT
·       Supervise the preparation, distribution planning, transport and delivery from central stock to the MHTs.
·       Prepare donations / loans / exchanges
·       Inform in advance and work with logistics department for the organization of transport of drugs.
·       Participate in the technical inspection of local suppliers where appropriate
·       Supervise the drugs dispensation to patients at MHTs level
ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS






5.     Technical support
·       Provide training and technical support to the MHTs teams: stock management, rational use, dispensation.
·       Conduct field visits frequently to ensure proper management of drugs at MHTs.






6.     Reporting / meeting
·       Ensure the proper classification of documents and archives.
·       Participate in medical team meetings
·       Participate in relevant meetings related to drugs and PUI projects.
·       Make and share monthly a backup (Sagastock) with the Medical Coordinator and the HQ Pharmacist.
 
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
