Protection Assistant - The Danish Refugee Council (DRC)



The role of the Protection Assistant is to plan, manage and monitor program activities related to the provision of phone calls to support family communication for migrants in Tripoli The Protection Assistant is also responsible for liaising with the authorities involved in migration management with the aim of fostering institutional acceptance and to gather information on relevant contextual, policy and institutional developments.
 
Your main duties and responsibilities will be: 
  • Program
– Contribute to the planning and implementation of program activities related to provision of services and assistance to vulnerable and at-risk individuals. To this end, support the Protection Team Leader (Mixed Migration) in producing and updating weekly work plans and implementing program activities accordingly.
– Responsible overall for the provision of phone calls for family communication in areas of operation including detention centers, clinics and urban areas.
– In partnership with other humanitarian agencies, the Protection Assistant will be responsible for the direct provision of phone calls and the coordination with other agencies on planning and reporting.
– In coordination with Protection Team Leader (Mixed Migration) and Protection Officer (Case Management) provide phone calls for family communication to vulnerable individuals being provided with case management assistance by DRC in locations throughout Tripoli.
– Support the Protection Officer (Direct Assistance) as needed and act as back up for his/her role during his/her absence.
– Conduct any other programmatic tasks related to the provision of protection services and direct assistance as instructed by the Protection Team Leader (Mixed Migration) and the Protection Manager (Mixed Migration)
 
• Representation and coordination:
– In coordination with the Protection Manager (Mixed Migration) and Protection Team Leader (Mixed Migration), represent DRC’s Mixed Migration programme with the relevant Libyan institutions and officials, including the Department for Combatting Illegal Immigration as well as relevant Ministries (Social Affairs, Labour, Justice etc.). To this end, build positive relationships and ensure effective communication with key government officials so as to bolster institutional support and buy-in for DRC’s activities.
– Regularly engage with relevant stakeholders involved in migration management in Libya to support DRC’s capacity to gather informat and generate evidence to guide programming and update the context tracking sheet.
 
• Reporting:
– Using M&E tools, and in coordination with the Protection Team Leader (Mixed Migration) and the Protection Manager (Mixed Migration) produce quality activity reports, training evaluations, documentation and internal knowledge products in a timely manner and as per reporting deadlines and requirements.
 
• Operations :
– With support from the Protection Team Leader (Mixed Migration)  ensure that all operational needs for the provision of phone calls are in place including telephones, telephone credit and logistical arrangements.
– In coordination with the Protection Manager (Mixed Migration) as well as the Managers of the concerned departments contribute to the effective implementation of all operations support activites, including those related to logistics, administration, human resources, finance and security. In particular, coordinate the procurement and management of all items related to program activities implemented through local partners.
 
 
About you :
– 1 year of professional experience in the field of social work, humanitarian assistance, human rights, community development or any other relevant field
– Previous experience working with international and national NGOs
– Sound knowledge of the humanitarian context, protection needs and legal framework pertaining to mixed migration
– Excellent communication and interpersonal skills as well as facilitation and presentation skills. Effective in representation and liaison with external parties, including government officials
– Strong written and oral communication skills
 
Moreover, we also expect the following: 
University Degree in the field of social sciences, political affairs, humanitarian affairs, international law, development or any other related field
Fluency in written and spoken English and Arabic.
