Female Doctor based in Misrata – LIBYA
Medecins Sans Frontieres (MSF) is an independent organisation, which aims to provide medical and humanitarian aid for people in crisis situations. MSFs relief programmes are intended to help victims of conflicts, disasters, epidemics and refugee situations survive. This is done through the provision of direct, basic medical care. In addition, MSF endeavours to bring the victims’ humanitarian situation to the attention of the world community.

MSF has been operating in Libya since 2011. MSF is now carrying out activities for migrants, immigrants and refugees in Misrata and in Beni Walid.

Main Responsibilities
 
Provide outpatient/Inpatient Primary healthcare to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.
 
Accountabilities

Apply medical knowledge, skills to diagnosis, and prevention. Carry out outpatient consultations, prescribing the necessary treatment respecting MSF protocols
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, and to ensure that they have understood
Ensure referrals and follow-up the evolution of the referrals, through regular visits and/ or upon the advice of Project Medical Referent, making sure that appropriate treatments are given to the patients, discussing  whether patients should be discharged or  transferred to other departments, etc., – in good collaboration with medical and administrative teams in other facilities
Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards
Participate in the collection and analysis of epidemiological data, checking its validity and informing the Project Medical Referent about any problem or complication of the patient’s illness, medical error and monitor the proper functioning of the department, equipment or material
Involve in training of the medical/paramedical staff in order to optimize the quality of care
Know and ensure all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control
Ensure professional confidentiality is always respected

MSF Section/Context Specific Accountabilities

Perform medical consultations in the detention centers, Bani Walid and OPD whenever necessary or advised by the Project Medical Referrent in promoting quality patients care
Apply medical knowledge & skills and follow MSF protocols and guidelines to the diagnosis, prevention and management of diseases to patients coming to the MSF health facility
Keep the OPD cards and register up to date by noting the details of examination, diagnosis and treatment, and ensure the application of prescriptions
Know and follow MSF guidelines and procedures in  case of accidental exposure to blood
Ensure that a timely decision is taken for referrals of patients to appropriate structure/speciality and inform the Project Medical Referrent to finalize a necessary course of action.
Take part of exploratory mission/visit as requested by the Project Medical Referrent or Project Coordinator

 Requirements
Education:             Medical Doctor Diploma registered with Libyan Medical Board
Experience:           1 year experience minimum as a Medical Doctor or in clinical work
Languages:           Mission language and local language essential (English, Arabic)
Knowledge:           Essential computer literacy (word, excel and internet)
