Chief Executive Officer - Libya-First Teach



Background
A founding team of Libyan individuals is seeking a Chief Executive Officer (CEO) to develop, launch and lead a program in Libya that will work towards the vision of providing excellent education to all children across Libya.
The education system in Libya has been facing many challenges for many years, and these challenges have been exacerbated in recent years. The challenges seem to be wide and complex. To mention a few; the first is the fact that the educational infrastructure has been severely damaged due to the internal fighting. Access to good education is another problem where schools in rural or marginalized areas struggle to find qualified teachers to cover basic subjects. Also, some subjects such as linguistics and computer skills, which are key to the current job market, are not being given the proper focus especially in the early stages of education. Motivated by the strong realization that education is key to the many problems the country is facing, and that effective teachers are at the heart of effective educational process, Teach First-Libya strives to provide a helping-hand in mobilizing the country’s youth around giving the best education possible to the country’s children.
The idea of the proposed Teach First-Libya organization is to provide the right environment to recruit recent university graduates and professionals to commit to teaching for at least two years in carefully-chosen and high-need schools. This way, the TF-L organization aims to achieve the following objectives:
1.Help in filling shortage and/or help in raising the quality of education in the chosen schools.
2.Help improve the equality of access to good education in Libya.
3.Establish a network of cohorts deeply connected to the communities they serve and passionate about improving the Libyan education system.
The program plans to start by recruiting well-chosen/well-trained 6 teachers that would be distributed over 3 schools for two years.
Ultimately, the organization will seek to join a global network of similar organizations, called Teach For All, as an independent partner organization that is locally launched, led, managed and funded. Towards this goal, the TF-L will work towards aligning its approach to that of Teach For All. You can read more about Teach For All at  https://teachforall.org .
Position Overview
In the first 6-12 months, the CEO will work with (and be a part of) a founding team members and Teach For All to assess the problem of education disadvantage, determine the feasibility of the model and path to placing teachers, secure initial funding and develop the organization’s budget and design the programmatic components.
Responsibilities
Strategy & Organizational Leadership
●Work with the founding team and Teach For All to understand the Libyan context and the factors affecting education disadvantage and achieve the strategic clarity necessary to make aligned programmatic decisions.
●Determine the feasibility of the approach in the Libyan context, as described above.
●Work jointly with the founding team and all members of the organization in setting the vision and strategy for the organization.
●Develop a strong core values-based organizational culture among program participants (teachers), program alumni (those having completed their two-yearteaching commitment) and staff.
●Motivate and inspire participants, alumni, and staff to work towards having a transformational impact on the challenge of education inequity in Libya.
External Engagement & Outreach
●Build an understanding of and support for the program in Libya amongst a diverse, strategic group of stakeholders, including national and local governments, prospective donors and other non-profit organizations.
●Secure and grow a sustainable, diversified funding base that will include financial support from the public and private sectors
●Secure teaching placements for the program participants aligned with a strategy for the program’s growth over time.
●Serve as the external face of the organization to build the program’s reputation and brand.
●Managing media relations to involve the public and the relevant stakeholders.
Operations and Resource Management
●Develop and oversee the organization’s budget.
●Assist the creation and enforcement of the organization’s financial policies and procedures.
●Develop sound Human Resources practices to recruit, select, develop and retain high performing staff members & the relevant policies and benefits structure.
Programmatic Leadership
●Hire and lead the team of programmatic leaders toward achieving ambitious goals.
●Manage and coach team to achieve high results across each of the programmatic components.
Qualifications
●Bachelor’s degree required; advanced degree in business administration, education or policy or other similar topics a plus.
●Minimum level of English proficiency. This is in part so that the CEO can get the maximum benefit from the support that will be provided by the Teach For All organization.
●Leadership Skills.
●Good communication skills.
●Preferred Qualifications:
○Experience building strong relationships with a broad base of stakeholders and influencing them towards clear outcomes.
○Proven track record of managing a team to results in increasingly complex circumstances.
