Security Technical Assistant (Nationals Only) - Norwegian Refugee Council


Background

 

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

 

Role Specific/Purpose:

 

The purpose of the Security Assistant position is to ensure that NRC minimum operating security standards and procedures are implemented in the field office, in coordination with the Security & Liaison Officer and the Health, Safety, Security and Access (HSSA) Manager. The Security Assistant will provide regular security-related updates to NRC management and staff including field staff and drivers, as well as carry out day-to-day security management tasks. The Security Assistant will be reporting to the Security & Liaison Officer, and HSSA Manager.

 

Key Job Tasks and Responsibilities:

 

  • Implement NRC’s safety and security policies at office level
  • Contribute to regular security and risk assessments to identify safety and security needs
  • Support the training of staff in safety and security and provide regular briefings and updates
  • Provide regular security related update to NRC management and staff including field staff and drivers;
  • Support the Security and Liason Officer to conduct regular security and risk assessments to identify safety and security needs;
  • Support teams to provide regular briefings and updates as necessary;
  • Liaise with UN agencies, NGOs and other external actors to share security information as appropriate;
  • Ensure vehicle and staff movements are monitored according to procedures. Ensure availability, monitoring and tracking of necessary and functional safety and security equipment;
  • Regularly travel to the field with emergency programme team, gather security information and provide updated security related information to the field staff;
  • Proactively contact members of this information network to collect information on security in order to provide advice to the Security Officer and HSSA (Health, Safety, Security, Access ) Manager on day to day security issues;
  • Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets.
  • Alert HSSA Manager to important events, from monitoring local and international news and social media in English and local languages, as well as via security alert systems;
  • Maintain a close vigilance on the local political and military situation in the region and provide updates on regular basis

 

Ideal Candidate Profile:

A High school degree or equivalent qualification with minimum (2) two years’ experience in similar role in a humanitarian/recovery context, INGO or other international organization. Ideally the candidate should be able to use Microsoft Word, Excel, PowerPoint and Outlook. S/he should have a keen sense of compliance with policy and procedure, and able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.
