CGT - Community Stabilization Project Operations Officer - Sabha

Role objectives Under the overall guidance of the Chief of Mission (CoM) and the Senior Programme Coordinator, and under the direct supervision of the Community Stabilization (CS) Project Manager, the successful candidate will be accountable and responsible for the direct project implementation of all projects and initiatives related to peace consolidation, community stabilization, reintegration of IDPs and returnees, capacity building and overall economic development in Libya, as well as contributing to project development to further extend the Community Stabilization portfolio.

Expected output
Support the CS Project Manager in the overall programme planning, monitoring, management and administration in the fields of social cohesion, peace building, income generation, infrastructure rehabilitation and psychosocial support activities in Sabha and Qatroun, in close coordination with local partners and stakeholders.

Maintain strong and regular liaison with the project partners, such as governmental authorities, international and national non-governmental organizations (NGOs), civil society organizations (CSOs) and any other key stakeholders aiming at coordinating and developing new activities and facilitating the implementation of ongoing activities.


Provide direct support and assistance to partners for the timely start-up and implementation of the projects. Provide technical advice to partners with regards to drafting and submitting project proposals and guide potential grantees in the proper completion of application forms.

Directly supervise, monitor, coordinate and administer all the operational,administrative and financial aspects of the project activities in Sabha and Qatroun, including supervision of project staff.

Ensure compliance with donor regulations and obligations as indicated in grant agreements and approved project documents, ascertaining that project objectives are met within the agreed timeframe and budget.

Report regularly on project progress internally, as well as vis-à-vis donor and government agencies, prepare required project narrative progress and completion reports in coordination with the programme staff, Project Manager and the Project Support M&E and Report Officer.

Assess and analyze the areas of intervention most in need of and best benefit from stabilization and peace building initiatives.

Work closely and coordinate with Grants Officer and CS Partnership Officer.

Organize Peace Promotion Events with local partners and officials in target areas.

Hold regular meetings with partners to discuss project status, bottlenecks and come up with practical and workable solution.

Authorize payments to contracted service providers when work meets the appropriate level and coordinates with Project Manager to initiate payments.

Analyze progress and implementation reports and identify and document significant project events decisions, problems or deviations and present regular reports to the Project Manager.

Ensure direct monitoring of the project activities and regular update of the PM.
Conduct regular field visits to the project sites to support project’s activities as needed. Facilitate donor and evaluation visits.

Perform such other duties as may be assigned.
Project reporting This role reports to the Community Stabilization Project Manager.

Key competencies
• Master’s degree in Social Sciences; or
• University degree in the above fields with four years of relevant professional experience

Experience

• Previous related experience in Libya field operations is an advantage;
• Project implementation and supervision experience at the field level required;
• Experience in coordinating with other programme units and ability to establish and maintain working relations with government counterparts, UN agencies and key stakeholders;
• Experience working with National NGO and CSO partners to build their capacity to influence the development of civil society in Libya;

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other

Internationally recruited professional staff are required to travel inside and outside the country.

Experience:
Experience in program coordination and managerial responsibilities specifically in the humanitarian field relating to migration, returnees, refugees, IDP issues, showing increasing levels of responsibilities.
Experience in field-work in a challenging environment and community based stabilization and reintegration processes necessary.
Experience in Libya or other high risk environments required.
Willingness to travel to very remote and isolated field locations and work in a diverse multi-cultural environment.

Languages:
Fluency in English is required. Working knowledge of Arabic is an advantage.
