Spark - Programme Support Officer


Under the supervision and guidance of the Regional Programme Manager, the Programme Support Officer will support the LEAD project teams and activities in Tunisia, Somalia and Libya in the monitoring, implementation and evaluation of activities.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

Support the LEAD Country Programme Managers (PM) in the smooth implementation of their programmes and activities.
Work closely with the Country PMs and HQ M&E to ensure accurate collection of data and reporting of results (including M&E reports, M&E Dashboards, etc).
Along with the Country PM’s, support the programming of local country offices, undertaking field visits, and attending local partner activities.

Review and verify local partner monthly and narrative reports and conduct a thorough verification of results and regularly update M&E dashboards
Draft regular success stories reflecting accomplishments of the LEAD project to be disseminated on various platforms. Work with Communications to publish stories including short videos, articles)
Manage programme files, ensuring all programme documents are regularly uploaded and maintained on shared drive folder
Conduct research reports where required and support any proposal writing efforts;

Maintain and update the LEAD Facebook groups and oversee the social media activities of the LEAD programme

Produce quarterly newsletters showcasing the work of the LEAD programme in each country

Support Regional PM in the drafting of the LEAD annual report
Requirements and Skills

Undergraduate degree in Business, Finance, Economics or relevant field of study
A minimum of three years’ professional experience, preferably in the field of private sector development and/or entrepreneurship
Strong project management skills
Experience in working with and supporting local civil society organisations
Strong written and oral communication and presentation skills (Arabic and English)
Ability to work independently and as a member of a team
Willingness to travel inside Libya/ Tunis when necessary
Experience and willingness to support in logistics, including organising events, booking of hotels, etc.

Remuneration based on experience and full time contract (40h/per week) between 1400 LYD- 2000 LYD per month depending on experience.

SPARK and its partners have implemented the LEAD programme since January 2016. The overarching objective is to contribute to the reduction of irregular economic migration and radicalization by improving the socio-economic position of young people in Libya, Somalia/Land and Tunisia. As such the programme strives to create sustainable youth employment in growth sectors with special attention to young women, by assisting existing – (70%) and new entrepreneurs (30%) with coaching & training and facilitating SMEs access to finance and markets. An integral part for achieving these goals is the promotion of entrepreneurship among young people by integrating entrepreneurship education in secondary and higher education; and additionally by providing a platform for successful young entrepreneurs.

Programme activities are aimed at young people in Tunisia, Libya and Somalia/Land between 15 and 35 years old, with an emphasis on people between 15 and 24 years old (60%) and women (40%).
