General information






The organisation





Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads in average 19 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI is launching a health intervention in Benghazi which aims to improve access to quality healthcare for population affected by the ongoing conflict in Benghazi and its surroundings.





 





Job Description






Responsibilities and scope of duties






 
Administrative and Financial Support: S/he assists the FAM in all financial tasks – especially on accounting, audit and budget. He ensures compliance with relevant procedures. He participates in the control of the financial risk.

Specific goals and related activities





S/he works in collaboration with the FAM to set up aspects relative to finances, including budgetary, accounting and treasury elements in Benghazi base.
S/he helps the FAM in the cost optimization and the use of Financial Budget Follow-Up (FFU) and Allocation Table.
S/he helps the FAM to track the cash flow for his/her site and may participate in the consolidation of the Cash Request and oversees disbursements.
S/he may be in contact with the Bank authorities and informs without delays the FAM on any changes occurring with Bank.
Under the supervision of the FAM, S/he participates in the preparation of audits and the yearly Tax Declaration.
Daily tasks:
·         S/he uses the tools and procedures for financial, accounting and budget management in Benghazi base: accounting procedures, accounting records (high quality of supporting documents – translated in English for Arabic documents), cash forecasts, cash management and cash security. S/he monthly scans and sends the monthly closure documents to the Coordination.
·         S/he writes the accounting entries in Excel/Saga and makes sure accounting vouchers are competed in compliance with internal rules – according to agreed calendar.
·         S/he is responsible of the bookkeeping and makes sure that cash balances and bank accounts are permanently backed up by appropriate accounting documents.
·         S/he may assists the department in the preparation and payment of Taxes, Social Security, purchaser invoices.
·         S/he daily controls his/her cash box with the accounting documents and makes sure that no discrepancy occurs.
·         S/he controls the completeness of the documents received before proceeding to payments
The Finance Officer will remain flexible and performs other duties as required for the good running of the Administrative Department and the mission. (adv. Temporary replacement of HRO during holidays or vacancy).

PROFESSIONAL EXPERIENCE


·         2 years of experience in a similar position (NGOs/private companies)


·         Experience with NGOs
·         Experience in audit

·         Administration, Finance, knowledge of procedures (UE, OFDA, ECHO, UN agencies)
·         Ability to work in unstable circumstances
