BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.
The ideal candidate will have demonstrated experience in monitoring and evaluation, information management and data analysis and some statistical experience. They will be capacity and learning focused and seek to contribute to ambitious data collection and information management initiatives. The M&E Manager will lead the design of the country program’s M&E framework and tools, ensuring that an effective M&E system is created that allows for all programming to be effectively tracked, documented and shared, and represented to internal and external stakeholders.
JOB OVERVIEW/SUMMARY: The M&E Manager will be based in Tripoli, Libya, with frequent travel to Misrata, Libya and occasional travel to Tunis, Tunisia. The M&E Manager is the Libya country program focal point for overall monitoring and evaluation and will be responsible for assisting program staff in establishing M&E systems and procedures within their respective programs, supporting in preparing donor reports on project progress, and supporting the program coordinators in the design of new project proposals, based on evidence from previous programming. The M&E Manager will support field teams to monitor programs activities on a regular basis through data collection, analysis, learning and action-taking in relation to all of IRC’s programs.
a. General Responsibilities:
§ Develop standard M&E systems and processes across the country program, from project design to learning phases, for all program activities, including:
§ Indicator monitoring across projects, including incorporation of organizational core indicators;
§ Tool development
§ Routine monitoring of program activities;
§ Field data audit and data quality check using appropriate forms;
§ Assessments of beneficiary needs;
§ Evaluations of the effectiveness of program interventions;
§ Data collection, including digital data collection where feasible;
§ Data storage and secure accessibility of data by project staff and country/regional management;
§ Learning for projects implementation captured and lessons used;
§ Consolidate data at IRC Libya country-level.
§ Work with program coordinators to:
§ Coordinate monitoring of project activities, ensuring that activities are carried out or as planned or adjusted/adapted as needed;
§ Document processes of beneficiary needs, ensuring that tools and methodologies are appropriate;
§ Use data for decision-making and action.
§ Support program coordinators in developing theories of change and log-frames for new project proposals, including consistency with the IRC’s library of core outcomes and indicators; and formulating detailed M&E plans for grants, providing technical assistance to ensure plans are being followed throughout implementation.
§ Work with program coordinators to develop or improve monitoring tools and processes (from project design to close-out) to ensure that programs are using the right tools and have the proper procedures in place to achieve both collection of high quality data and the effective use of those data.
§ Support development and implementation of accountability feedback mechanisms to ensure responsiveness to client’s needs and aspirations.
b. Data Management and Analysis:
§ Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
§ Perform field visits to ensure the quality of data collected by programs and to verify the accuracy of reported data.
§ Support program coordinators in analysis of data for both documentation of program progress, decision-making, learning and knowledge management.
§ Analyze changes and patterns in program indicator data and performance reports in order to make recommendations to program staff.
§ Support program and grants coordinators in the preparation of consolidated reports, including concise narratives and relevant tables and/or graphs that capture progress against indicators, provide donors with accurate and user-friendly information, and ensure that donor, partner, and senior management data queries are addressed in an accurate and timely manner.
§ Participate in annual project reviews and planning workshops and assist the DDP in preparing such planning work.
c. Capacity building:
§ Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills. Based on findings, develop an M&E capacity building plan for the following 12 months, and 24 months, respectively.
§ Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.
d. Grant management and compliance:
§ Work with the field teams to ensure that program indicators are tracked through regular field visits;
§ Support grants in linking project databases to donor report format requirements;
§ Review all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met.
e. Coordination, representation and advocacy:
§ Represent IRC Libya at intra- and inter-agency M&E coordination forums.

Post-graduate degree in social science, humanities or other related degree;
3-5 years' experience in monitoring and evaluation in humanitarian and development sectors
Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs;
Experience with qualitative and quantitative data collection and analysis using packages like DHIS, ONA, GBVIMS, SPSS, MS-Excel, MS-Word, MS-Access;
§ Demonstrated experience and knowledge in developing and managing databases
Strong data interpretation skills, report writing and presentation skills;
Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;
Excellent interpersonal and problem-solving skills;
Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Thorough knowledge of MS Office.
Conversance with standard indicators in health and protection an added advantage;
Experience in grant management and proposal writing;
§ Familiarity with international IRC systems and processes;
§ Experience in the region
