Minimum of 2 years of demonstrable relevant Civil Society & NGO’s experience.




Geographical experience


Minimum of 4 year of experience in Africa (essential).




Language


Fluency in English and Arabic are essential.

Overview of position











Under the overall supervision of the Project Manager, and the direct supervision of the project officer, the successful candidate will act as Communication assistant in charge of the dissemination and implementation of the Information Campaign under the MRRM within the IOM Libya Emergency Response portfolio.
Communicating with migrant communities on the move and host communities calls for a comprehensive community engagement process that treats the provision of timely, comprehensible and reliable information as a pillar of IOM’s humanitarian activities.
Within the framework of the Humanitarian Voluntary Return (VHR) Programme and the Migrant Resource and Response Mechanism (MRRM) in Libya, IOM seeks to enhance the protection of vulnerable migrants in transit by increasing awareness of migration threats and hazards as well as providing critical information about access and referral to a wide variety of targeted humanitarian services including assisted voluntary return services available. To facilitate this objective, a targeted two-way communications campaign has been developed in Libya using culturally and linguistically relevant print and multimedia communications tools with embedded feedback mechanisms to help migrants make informed decisions and facilitate return to their countries of origin where requested.
By providing unbiased reliable information about the extreme dangers they face at the hands of smugglers (slave markets, sexual exploitation, extortion, abuse etc.) especially during their intended journeys across the Mediterranean, the campaign is aimed at dispelling rumours and challenging the false promises of smugglers transmitted orally and via media channels and informing about alternatives. To effectively reach migrants, the information campaign will focus on places where they congregate and disembark popular social media channels as well as detention centres.
The selected candidate will be based in Tripoli with regular travel to the field to ensure the implementation of the campaign by disseminating the materials and assisting the IOM field team in delivering the messages of the campaign in various targeted locations in Libya.













Role objectives













Assist the Communication Officer in developing an effective dissemination plan of the materials produced in the targeted locations to inform migrants, refugees, IDPs and host communities on the dangers of irregular migration and on available alternatives including VHR;
Assist the Communication Officer in the coordination, monitoring and implementation of relevant activities in the field;
Support the Communication Officer in all administrative related tasks i.e. preparation of procurement documents, printing of all materials, logistics arrangements, etc.  as required.
Conduct an updated mapping on the relevant NGOs and international organizations in Libya that assist migrants in the field
Support the IOM team in the field in delivering the messages of the different communications materials developed for the campaign through the different awareness sessions organized in the targeted locations and those coordinated with the countries of origin;
Support the MRRM team in taking high quality pictures for reporting and communication purposes;
Coordinate the collection of testimonies and feedback following the outreach and dissemination activities in the targeted locations;
Support in the coordination to conduct community based events, and ensure community engagement in the implemented activities.
Interviewing migrants and beneficiaries of the campaign and help in training the field staff to collect relevant testimonies and human migrant stories;
Prepare internal regular updates and reports on activities conducted, achievements and lessons learnt;
Ensure that the planned outreach activities are gender and social-sensitive and in line with IOM’s media and visibility guidelines;
Perform such other duties as may be assigned.















Project reporting








This role works under general supervision of the Team Leader (TL) & overall management of the MRRM Project Officer (PO).










Key competencies


• Good experience in developing and implementing communications strategies, action plans and performance monitoring frameworks, preferably in the field of migration;
• Strong understanding of digital technology and emerging communications channels including social media platforms, and messaging apps. Good level of computer literacy, including database applications;
• Experience in training or capacity enhancement activities;
• Experience in the field of migration, including operational and field experience, is an advantage.
• Previous working experience with INGOs or international organizations desirable.
• Knowledge of the Libya context and/or migration-affected regional countries an asset

This role does not have team management responsibility.
