Grants Specialist
 
The Libya Transition Initiative 3 is an international development program in Libya. The goal of LTI 3 is to establish and manage a quick-response mechanism supporting activities that provide essential services to the community and reinforce stability to help build an inclusive and peaceful future in Libya. LTI 3 seeks a Grants Specialist (GS) to assist with implementation of the project grant fund. S/he will assist with the creation and oversight of overall policies, practices, and procedures relating to all aspects of grants.
 
This position is based in Misrata, Libya.
 
Responsibilities:

Assist in the grant design, development, and implementation in compliance with all relevant policies and procedures.
Draft grant budgets in excel format and cost estimates and setup the financial monitoring of grant activities; oversee the implementation of grant agreements with local organizations; and manage the closeout of the grant agreement.
Prepare monthly financial projections, and actively track the clearance and disbursement rates of grant activities.
Prepare and maintain supporting grant documentation in compliance with all applicable requirements, procedures, and best practices. Supporting documentation includes but is not limited to negotiation memorandums, branding and marking plans, required certifications and assurances, vetting and reference checks, and environmental assessments.
In coordination with finance and procurement staff, assess grantee capabilities related to activity implementation and advise them on how to enhance them.

Qualifications:

A Bachelor’s degree required.
A minimum of two years of experience in grant activity management, focused on ensuring that procurement, finance, logistics, and programmatic aspects are implemented on-time and in accordance with the specifications of the approved activity.
Experience with NGOs and/or community-based organizations is preferred.
Ability to effectively use computer software including MS Word and Excel required.
An up-to-date understanding and knowledge of political and social conditions in Libya is strongly preferred.
Ability/willingness to travel throughout the country on a regular basis.
Experience managing grants and/or contracts for international organizations is highly desired.
Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.
Possess creativity and analytical capacity to manage grant compliance issues and assist other staff in ensuring the implementation of grant activities.
Good analytical ability and knowledge of project objectives so that the key points of grant implementation can be identified.
Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.
Fluency in both Arabic and English is required.
