Location:                             Tripoli, within GIZ Office with regular travels to Project Headquarters in Tunis, and frequent travels to Benghazi, Garhyan, Misrata, Sebah, Tripoli and Zintan as security permits.

Background: 
The SLEIDSE Project (Support to Libya for Economic Integration, Diversification and Sustainable Development) is an international development aid programme to support Entrepreneurship and Private Sector Development in Libya in cooperation with Libyan Chambers of Commerce, their member enterprises, the General Union of Chambers of Commerce, and Universities in the cities of Benghazi, Garhyan, Misrata, Sebah, Tripoli and Zintan under the auspices of the Ministry of Economy and of the Ministry of Central Planning.
The ultimate objective is to boost the economic diversification and growth of Libya outside the oil sector in order to generate sustainable jobs and better livelihoods for Libyans, especially women and youth. This is being achieved by the project by a) strengthening business support services to existing enterprises and new entrepreneurs, b) by strengthening the capacities of Libyan Chambers of Commerce and, ultimately, their “reality-based” economic policy reform advisory and advocacy function and c) by pooling together Universities academic excellence and Chambers of Commerce business experience to encourage and support young entrepreneurs.
Under the direct supervision of the Senior International Expert in Private Sector Development, the incumbent will be part of an international project team of over 25 staff members, and will support him in all relevant fields and will notably perform the following tasks:
Job Description – Key Tasks include: 
Liaison, networking and facilitation work:

Daily liaison work with project beneficiaries (Chambers of Commerce & Universities) and with all Libyan stakeholders
Facilitation of Senior International Expert dialogue and cooperation with project beneficiaries and Libyan stakeholders
Build a network of key relevant Libyan stakeholders

Planning, Management Coordination work:

Manage local short-term consultants
Manage future Fab Lab Managers and ensure that Fab Labs operate properly and that students will be able to present their prototypes on time
Plan, manage and coordinate the local implementation of project activities
Monitor, administer and report local budgets for local expenses in liaison with accountants

Operational Monitoring & Support function:

Provide operational support and guidance to project beneficiaries (i.e. Chambers of Commerce, University Fab Labs and Business Incubators) in order to achieve objectives and deliver project deliverables by deadlines
Monitor and support the work of University Business Incubators Managers and of Fab Lab Managers in creating the Fab Labs within the incubators
Contribute to local events planning organization and management in liaison with the project logistics support staff
Contribute to local communication with Libyan media and stakeholders
Assist short-term international experts in delivering training sessions to beneficiaries

Analysis & Advisory Work:

Contribute to the design and implementation of new business support services by Chambers of Commerce for their enterprise members and new Libyan entrepreneurs
Analyse the needs of involved institutions for technical assistance
Advise on possible improvement of project beneficiaries
Advise on relationships with all Libyan stakeholders
Perform economic data collection and analysis on request

Reporting:

Perform regular informal reporting on ongoing project activities
Keep informed the senior international expert of news likely to impact the project
Draft monthly reports to the senior international expert on progress made with project activities implementation

 
CANDIDATES PROFILE
n.b. This position based in GIZ Tripoli Office requires regular travels to the Project Management Office in Tunis and, as security permits, frequent visits to project beneficiaries in Benghazi, Garhyan, Misrata, Sebah and Zintan
Academic requirements: 

A Master’s Degree in a relevant field (Entrepreneurship, Economics, Business Studies)
Education in Project Management and in Organisational Change and Development is a plus

Language requirements:

Fluency in English and Arabic
Ability to draft basic reports and communication in English

Professional Experience requirements:

At least 5 years of experience in Business and/or Private Sector Development, including Business Environment Enhancement and Business Support Services to SMEs and Entrepreneurs
At least 5 years of experience in managing projects
Prior professional experience with international organizations or international donor programmes is a plus
Education and professional experience abroad are a plus

Knowledge requirements:

Very good knowledge of public and private stakeholders in private sector development
Solid understanding of private sector mentalities
Knowledge of Entrepreneurship and Private Sector Development philosophy and fundamentals is a plus

Technical requirements:

Full proficiency with Internet and Microsoft software: Word, Excel, Power Point
