CTG Overview

Overview of position







WASH emergency response in Libya evolves around three strategic objectives (a) provision of sufficient safe water and basic sanitation; (b) children access safe drinking water, sanitation, and hygiene facilities in their learning environments including schools and health facilities; (c) strengthening community and institutional capacity.
Additionally, the protracted conflict in Libya resulted in the severe decline of water and sanitation services and led to widening gaps between demand and supply of services over the last three years. The water systems of the three main water institutions (Man-Made River Project, Desalination Company and General Company of Water and Wastewater Systems (GCWW)) are left without essential operation and maintenance services and are also lacking a proper coordination and communication mechanisms.
Due to a growing need for Water, Sanitation and Hygiene (WASH), UNICEF activated the sector by establishing the WASH Working Group to coordinate WASH response for Libya. The coordination platforms include both the humanitarian WASH sector coordination under the leadership of UN Humanitarian country team and supported by OCHA and Joint Technical Coordination Committee(JTCC) under co-leadership of UNICEF and Ministry of Planning.
UNICEF and the Libyan government have jointly developed the Country Programme Document (CPD) (2019-2020) in accordance with identified needs of children and women in Libya. WASH and Health program comprises Survive and Thrive component that will work with the government to ensure that all vulnerable boys and girls survive and thrive in a safe and clean environment. WASH Annual Work Plan (AWP) was signed on 25 of March 2019 between UNICEF and General Authority for Water Resources(GAWR).  THE AWP have different activities that will contribute to achieve the GAWR national priorities and strategies.











Role objectives








Objectives of the assignment:
To contribute and support Strengthening the water and sanitation sector governance, policy and strategy.
Main Responsibilities and Tasks:
Under the overall supervision of international WASH specialist, the national consultant will be expected to deliver the following monthly tasks. The monthly report should include the following deliverables against each of completed month:

Submission of monthly plan to highlight key activities during the month in agreement with the supervisor.

Assessment: to contribute in WASH needs assessments in close coordination with Government departments.

Programme Implementation: to assist in programme implementation as per annual work plan and programme agreements with partners with focus on key deliverables.

Coordination: Follow up and coordinate with GAWR and other governmental counterparts (MoP, MoE, MoH, MMEP, GCWW, GDC, Environmental Sanitation department, NCDC) on implementation of all AWP activities

Policies and Strategies: Recommend actions for UNICEF contribution in government policies and strategies.

Capacity building: Support and coordinate with GAWR and UNCIEF on staff training and related   capacity building programs

Supervision, and monitoring Evaluation; to undertake regular supervision and monitoring of the planned activities to ensure timely and quality completion of the water and sanitation facilities construction/rehabilitation by implementing partners and/or contractors.

Facilitate Coordination of UNICEF’s humanitarian response program in field with relevant Government departments, UN agencies and NGOs to target the most affected areas with humanitarian needs and avoid the duplication of activities with other organizations Coordinate with MoP and governmental counterparts on JTCC and relevant coordination meetings.

Documentation: Support and coordinate UNICEF WASH evidence generation, assessments and emergency response with governmental counterparts

Partnership building; enhance and sustain partnership with key government counterparts and major stakeholders through regular meeting, reviews, information sharing, joint monitoring and planning.

Partnership reviews: Facilitate and contribute to quarterly and Mid Term Review meetings with all relevant stakeholders for GAWR/UNICEF progress review.

Immediate Reporting; ensure that any urgent needs and unforeseen challenges are reported immediately for timely action and represent UNICEF in field level meetings, events as per UNICEF guidelines and mandate in consultation with the supervisor

Monthly Reports; submit monthly reports as per agreed template with the supervisor highlighting key achievements and challenges during the reporting period and plan for the month ahead. Additionally, provide inputs for all required reports for WASH program.

Key competencies


Education requirements:
Related degree in civil engineering or water, sanitation and environment science (BSc level or higher).
Work experience and Technical Background:
• Minimum of 5 years’ experience in management water and sanitation projects
• Proven experience of working in/with concerned government departments (GAWR, GCWW, GDC).
• Relevant experience in, developing polices/strategies is highly required for this job,
• Proficiency in computer applications and analytical skills.
• Ability to analyses figures and technical data presentation.
Language Skills:
• Fluency in oral and written English and Arabic




Team management







This role doesn’t require management field.









Further information








Administration:

It is a full-time consultancy with frequent travel to other locations of the country as per need.
The consultant could be requested to support governmental counterparts with technical advice. He would be also requested to work or based in governmental office
The monthly payment is subject to the receipt of the certified monthly report against the deliverables agreed and signed off by the supervisor at the beginning of the month.

Remuneration:
The consultancy fees will include:

Total of 3500 USD as monthly fees that will compensate for technical fees, accommodation, communication, stationary and others.
Should the consultant be requested to travel to other locations, specific administrative rules and additional remuneration will apply like payment of Daily Subsistence Allowance(DSA) based on the agreement of UNICEF with the CTG
