Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya
[GENERAL POSITION SUMMARY:
The Monitoring and Evaluation Officer position will serve as i) the focal point for all monitoring activities and ii) a coordinating role for monitoring and evaluation summary reports and statistics. This data will be expressed in the form of data bases and GIS maps linked to information databases. The Monitoring Coordinator will report directly to the Projects Coordinator and will work in close collaboration with the Program team members to ensure the that program needs are being met and that data collection is proceeding according to the planned schedule.
ESSENTIAL JOB FUNCTIONS:
Coordinate with program team members to ensure that regular monitoring activities are being performed according to schedule and that data collection is adequately completed.
Work closely with the Projects Coordinator to ensure that monitoring is adequate for management and reporting purposes.
Coordinate and assist in oversight of data collection activities such as periodic surveys; this will include hiring of short-term personnel and facilitating data collection and logistics.
Oversee data management including the timeliness and completeness of reporting as well as data entry.
Oversee the preparation of GIS maps with data collected, cleaned and uploaded in to linked databases.
Work in collaboration with Program team members to provide bi-weekly and monthly summaries of program data to the Grants and Reports Officer.
Analyze data and provide summary reports as requested by the Director of Programs or other senior staff.
Serve as a liaison between Mercy Corps Aceh program staff and collaborating research institutions for data-based research projects, as directed by the Aceh Coordinator/Director.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

REPORTS DIRECTLY TO: Projects Coordinator
WORKS DIRECTLY WITH: field-based program, M&E and logistics and finance teams
KNOWLEDGE AND EXPERIENCE:
Minimum requirement of a Bachelors Degree. Skills in social sciences, economics, and/or business administration are preferred.
Good written and spoken English are required.
Practical and theoretical knowledge in program monitoring and data collection methods, including interview techniques
Quantitative skills including knowledge of basic statistics and mathematics
Proficiency in Microsoft Office applications including Excel and Word is required. Skills in other programs, such as Access or statistical packages is also desirable.
3 years’ experience in the implementation or support of humanitarian programs
Comfort and ability to talk to and interview project participants while professionally representing Mercy Corps is essential

The ideal candidate will have a natural curiosity for quantifying and articulating the impact of Mercy Corps’ programs on individuals and in communities. He/she will also have an interest in exploring the larger factors that influence the success of humanitarian programs and the well-being of populations affected by the tsunami. A successful candidate will have skills and a passion for data collection, entry, and analysis as well as the ability to mentor others in these areas. This position requires the ability to work effectively in a team as well as assume individual responsibility for supervision and specific reporting tasks.
