TELECOMMUNICATIONS OFFICER - The United Nations Support Mission in Libya (UNSMIL)



This position is located within the Field Technology Unit of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Libya is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief FTU.
UNSMIL’s mandate as renewed in SC resolution 2434 of 13 September 2018 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) support to key Libyan institutions; (b) support for the provision of essential services and delivery of humanitarian assistance; (c) human rights monitoring and reporting; (d) support for securing uncontrolled arms and related materiel and countering their proliferation; and (e) coordination of international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones.
Responsibilities
Within delegated authority, the Telecommunications Officer will be responsible for the following duties: (These duties are not all inclusive nor are all duties carried out by all Telecommunication Officers).
-Designs, installs tests and commissions various telecommunications systems, such as local area networks, Transmission networks, various voice networks.
-Provide technical support to various telecommunications equipment such as Very Small Aperture Terminal (VSTA), Microwave Terminals, hubs, Aastra TSE switching systems, and two-way radio equipment.
-Provides planning support for deployment and operation of communications infrastructure onsite and remotely, including visiting sites on technical reconnaissance missions.
-Provides engineering services related to planning, implementation and maintenance of local area, Telecommunication wireless and telecommunications wired networks.
-Provides emergency communications capabilities in support of staff security, including
providing a focal point for inter-agency emergency field security communications liaison.
-Collaborates with mission and UN-agencies in the preparation of training modules and other training activities in all aspects of telecommunications technology usage.
-Prepares and makes presentations on telecommunications networks and equipment to staff and other UN agencies.
-Ensures effective coordination with other UN agencies in order to maximize possibilities of inter-agency collaboration in the field of telecommunications.
-Oversight of the mission telecommunication networks providing technical support and guidance to staff.
-Ensure assets are accounted, along with procurement of assets. Provide input for budget
Ensure telephone bills are overseen and processed.
-Supervises staff/technicians as required.
-Performs other related duties as required.
Competencies
Professionalism: Knowledge of a wide range of telecommunication systems with adequate skills for leading a team through the installation, maintenance and operation of these systems. Knowledge of operations of commercial telecommunications services, voice and data communications networks, telephony switching, radio, satellite, microwave and trunked radio communication systems, rigging, Aastra/MITEL TSE voice network. Ability to analyze, review, and make recommendations to improve the delivery of telecommunications services. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education
High school diploma or equivalent is required. Certification in Project /Programme Management methodology by an accredited body (for example: PMP, PGMP, PRINCE 2 Foundation) is required. Certificates on Aastra/MITEL TSE, CISCO Wireless network, and rigging certification or equivalent are desirable.
Work Experience
At least ten ( 10) years of progressively responsible experience in Telecommunications Technology or related area, including at least four (4) years of relevant experience in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or any other international organizations in a conflict or post-conflict setting is required. Experience in wireless networks is required. Experience in developing and overseeing telecommunications systems (i.e.TSE networks) is desirable. Experience in LAN wired networks is desirable.
Languages
English and French are working languages of the United Nations. For the position advertised, fluency in both English and Arabic is required, and knowledge of French is desirable
Assessment
Evaluation of qualified candidates can include an assessment exercise which may be followed by competency-based interview.
