UNDP - Finance Associate


Background
The United Nations Development Programme (UNDP) is the UN global development network. It advocates for change and connects countries to knowledge, experience and resources to help people build a better life. UNDP operates in 177 countries, working with nations on their own solutions to global and national development challenges.

The UNDP Libya CO response to the ongoing crises includes the Stabilization Facility for Libya project which focuses on quick rehabilitation and re-equipping of damaged infrastructure to enhance the delivery of basic services at municipal level, as well as interventions to support conflict management and reduction and promote peaceful coexistence and reconciliation.

Under the direct supervision of SFL Project Manager, the Finance Associate ensures effective execution of financial services and processes in the SFL Project and transparent utilization of financial resources. The Finance Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Finance Associate works in close collaboration with Country Office Operations Manager and Program Coordinator as well as SFL project staff and with UNDP HQs staff for resolving finance-related issues and information exchange.

Duties and Responsibilities
Duties and Responsibilities

Ensures coherence of SFL project to UNDP financial management processes and procedures focusing on achievement of the following results:

Prepare requests for advance of funds and/or direct payments;
Contribute to preparation of recurring reports as scheduled and special reports as required for budget preparations and audit;
Presentation of researched information for planning and status of financial resources of the SFL project.
Advise and assist international advisors and national consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services;
Respond to queries from the Government and UNDP with respect to financial aspects of the programme, liaise with UNDP-appointed and external auditors wherever required;
Undertake other financial and administrative tasks on an ad hoc basis.
Ensures administration of budgets focusing on achievement of the following results:

Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions;
Prepare and submit expenditure and programme budget status reports;
Prepare proposals for budget revisions;
Prepare recurring reports as scheduled and special reports as required for budget preparations and audit.
Ensures proper SFL project administrative management focusing on achievement of the following results:

Provide support to international advisors in the implementation of their tasks for the achievement of project results (communication, contracts, agenda, visas, hotel reservations, etc.);
In accordance with the Work Plan support the procurement of equipment, supplies and services;
Create and mange e-requisitions in ATLAS and PROMT;
Arrange for equipment maintenance and insurance as required;
Maintain records on all project personnel and local consultants and their respective status (contracts, ToRs, sick leave, vacation, etc.) in accordance with accepted policies and procedures;
Assume overall responsibility for administrative matters of a more general nature, such as registry and maintenance of project files and records.
Key Results:

The key results have an impact on the overall execution of the SFL project financial services and success in implementation of project budget and overall administration of the project. Accurate analysis and presentation of financial information ensures proper administration of project and financial processes in the SFL project.

Required Skills and Experience
Education:

Secondary school certificate is required and first level University Degree in relevant fields is desirable in accounting, administration, management or other substantive area is an asset.

Experience:

Minimum six years of experience in General Administration or related field including financial management; Excellent computer skills and ability to operate under pressure;
Experience of working in Development Sector, especially UN, would be an asset.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Languages:

Fluency in both oral and written English and Arabic is a must
