Human Resources-Admin Officer Position
Gender: Male/Female
Duration: 6 months (with the possibility of extension)
Location: Tripoli , Libya
Closing date: 16.9.2018
Starting Date 1.Oct.2018

ASSIGNMENT
The provincial Admin-HR officer is responsible for the activities in administration and human resources as explained in this job description, under close consideration of the Office Manager and the Country Finance Manager.

ACCOUNTABLE TO:
Under the authority of:
Office Manager & Country HR Manager & Country Director
WORKING RELATIONS
Internal Relations:
Office Manager, CHM, CD, Capital HR team, Area FLAT
External Relations:
Other NGOs HR team working in the area

FUNCTIONS
1.Administration:
•Preparing the agreements and with government and people.
•Preparing contracts and extension of staff contract
•Prepare staff letters personal and register all the In and Out letters in ACTED office and follow with relevant department
•Follow up with Forms and daily of all liaison activities with other agencies and offices
•Arrange meetings internally with staff authorities and expatriates
•Managing of administrative jobs in base and sub-bases level

2.Human Resources
•Preparing monthly national staff TITANIC and sending on 25th of each month to Capital.
•Preparing Monthly Tax and INAS for staff
•Communicate the list of new staff to be added or removed from health insurance
•Make sure the right recruitment of employees and reflecting dismissal and hiring plan in TITANIC.
•Managing and controlling employee’s attendance sheet+ mission, vacation and sick leaves.
•Preparing and registering ID card for all employees
•Preparing and updating local staff contracts and other Human Resources forms.
•Sending Job Update form on a bi-weekly basis to Capital as well as the short-listing of each interview prior to meet the candidates on interview.
•To apply the ACTED rule and regulation in office and sub offices.
•Preparing monthly Staff list, NSP Staff Picture, Vacation Follow Up and Sick Leave Follow Up
•Solving daily problem of staff in departments
•Managing of the files and updating of personnel files.
•Other duties requested by line manager.
•Prepare monthly HR report
•Prepare staff On boarding and Off boarding

General

•Consider safety and security in the field, and immediately report all incidents to the security focal point;
•Undertake any other tasks as reasonably assigned by the area coordinator.
