The main objective of the programme is to establish and ensure effective technical support, and WHO collaboration with national counterparts, in all domains of Health System Development (HSD) for better health outcomes in general and immunization outcomes in particular. The programme of Health System Strengthening supports the reform process in the Health Sector to improve equity in health, access, coverage and quality of health services.

DESCRIPTION OF DUTIES
1. Guide and integrate country office programme planning with budget and work planning exercises, providing the WR with advice on attainment of programme objectives and execution options within operational parameters focusing on strengthening Primary Health Care (PHC).

2. Lead the planning, project policy development, implementation phases and mechanisms of the DFID PHC project.

3. Provide technical oversight and expert inputs in all the project activities.

4. Develop assessment measures to gauge project service delivery and take innovative measures to improve service efficiencies and effectiveness.

5. Provide stable operational framework for the project that ensures high performance, credibility and value to government authorities.

6. Manage the financial aspects of the project with regards to ensuring financial transparency and observing WHO and DFID rules for financial management.

7. Establish the project steering committee and working groups at national and sub-national levels.

8. Chair, initiate and arrange the steering committee meetings on successive occasions and ensure documenting the outcome of the steering committee meeting.

9. Lead training initiatives for WHO country office team and government counterparts for efficient project implementation.

10. Oversee the preparation of reports and ensure timely submission to the donors.

11. Interact with donors regularly on the implementation/progress of the project activities.

REQUIRED QUALIFICATIONS
Education
Essential: Masters' Degree in Public Health.

Experience
Essential: At least seven years of experience combined at the national and international levels in the field of Health Systems Management. Experience in managing and coordinating projects in complex/emergency environments.
Desirable: Work experience with the UN organizations.
Skills
- In-depth knowledge of health systems development management

- Proven leadership skills

- Advanced and specialized knowledge of health service delivery, health policy, and development and strategic planning

- Excellent communication and negotiation skills, capable of developing and maintaining effective working relations across teams and organizations within an international and multi-cultural working environment.

- Proficiency in Microsoft Office

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1700 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
