The ICRC Delegation in Libya, temporarily located in Tunis, has a vacancy for:


Protection / Cooperation Field Officer

The position will be based in the Sabha Office



The successful candidates will contribute to the implementation and development of protection/cooperation activities in Sabha, in particular activities aimed at restoring family links and activities in retention centers for migrants or in relation with said centers.





Main Responsibilities:


PROTECTION FIELD OFFICER (50%)


Tracing/Re-establishment of family links (RFL)



Implements and follows up on tracing and RFL activities;
Collects, processes, and follows up on tracing requests as requested;
Organizes, facilitates, and follows up on video and telephone calls between families and their relatives detained abroad;
Implements the delivery and follow-up on the delivery of RFL services
Receives visitors related to tracing


Management of the dead/forensics
Close coordination with the Tripoli-based tracing/missing field officer, implements activities related to the management of the dead in Sabha



Retention centers (RC) for migrants
Provides support to other Protection Field Officers during visits to retention facilities when requested;
Develops and maintains a network of stakeholders involved in retention centers for migrants in Sabha, such as NGO and Libyan Red Crescent representatives;
Contributes to the general understanding of the file in the area of responsibility;

Assists the Cooperation Coordinator in his/her role as focal point and liaison with the LRCS and the International Movement of the Red Cross and Red Crescent (Movement) in aspects of the cooperation file of the ICRC Libya Delegation;
Actively promotes and contributes to the LRCS operational capacity development in line with the ICRC cooperation policies/strategies for Support to National Societies under supervision of the Cooperation Coordinator;
Contributes to the analysis, planning, management, reporting and monitoring of cooperation and other ICRC i.e. EcoSeC, Health, Communication, WatHab etc. projects with the LRCS according to the related project descriptions;
Liaises closely with LRCS management of the branches under the area of the sub- delegation/office, as well as other LRCS departments to address issues of concern
Participates in regular consultations/meetings with the management, programme and administrative personnel of the LRCS and the ICRC departments regarding implementation/monitoring of LRCS-ICRC joint operations;
Prepares internal PO and RO in close coordination with the cooperation team;
Provides supports/assist ICRC technical departments in building healthy relationship with their counterparts at the LRCS branches for smooth implementation of joint projects;
Contributes to the internal reporting of Cooperation department


Participate independently and/or with his direct supervisor in training activities provided for the ICRC staff and LRCS related to Capacity Building when needed;
Performs other tasks as assigned


Required background, skills and experience:


University degree
2/3 years work experience in a similar field
Very good written/spoken Arabic and English
Good computer skills
Interest for humanitarian activities (especially ICRC's).
Service-oriented, with a strong sense of priorities and flexibility
Strong analysis & communication skills both verbal and written
Very good knowledge of geographically assigned environment & able to travel inside Libya
Excellent organizational and methodical abilities, sense of initiative and pro-activeness
Capacity of treating information confidentially
Service-oriented, with a strong sense of priorities and flexibility
