Mercy Corps Libya - Associate Project Officer in Sirte


PROGRAM/ DEPARTMENT SUMMARY:

Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya.



Libya is currently in the midst a major humanitarian crisis impacting the entire country as well as a number of the neighboring countries. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future is to focus on meeting the urgent war-related humanitarian needs across the country. The heightened insecurity and continuous acts of violence make the humanitarian response not only more challenging, but increasingly complicated. We believe that a natural synergy exists between our response to the needs of Libyan internally displaced and those made vulnerable as a result of the conflict within Libya, and responding to the needs of those forced to flee and now living in displacement in Libyan cities. Mercy Corps will continue to work closely with the Libyan authorities and organizations and with our international partners to ensure an effective humanitarian response.



GENERAL POSITION SUMMARY:

Under supervision of Project Officer, the Associate Project Officer provides day-today oversight of all aspects of Program implementation and its wide range of activities. S/he will make sure that all activities are delivered according to the work plan and implementation strategies. Successful candidate will be able to troubleshoot and provide any necessary support to the Project Officer and any other Country team member. The Associate Project Officer will be responsible for establishing and maintaining relationships with local partners, so as to ensure transparent beneficiary targeting, smooth and timely flow of operations. S/he is an effective communicator and is able to work with a diverse team to achieve common objectives.



ESSENTIAL JOB FUNCTIONS:



Program Management

Support team to carry out assessments of beneficiary needs in the field and share findings with the PC
Ensure that Mercy Corps humanitarian mission and principles are understood by all stakeholders in the field and that a fair and transparent selection process is established and shared widely.
Ensure that contracts are signed in the field with local partners and that they adhere to their contractual obligations and Mercy Corps standards and procedures
Support the Service Providers for Cash Based Interventions with the identification and monitoring of vendors
Ensuring that teams are mobilized to support with the distribution and collection of electronic cards.
Produce activity plans and reports, and submit them to the PO on a weekly basis.
Monitor the IDP situation and inform the PC on any new developments. Make recommendations on the allocation of beneficiaries.
Assist with the launch of new assessments.
Work closely with Mercy Corps’ support staff and other project staff to ensure that program activities provide maximum impact in target areas.
Work closely with Operations team on coordination of deliveries and distribution schedules


Other

Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Any other duties as assigned by line manager.


Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO: Project Officer

WORKS DIRECTLY WITH: field-based program, M&E, Operations and Finance teams



KNOWLEDGE AND EXPERIENCE:

BA/BS or equivalent
At least 3 years of working experience, with minimum 1 year of supervisory experience. Previous Cash Based Intervention experience highly desirable
Experience mobilizing war-affected populations and overseeing distribution of non-food items is a definite plus.
Excellent oral and written English;
Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross cultural environment is required.
Demonstrated flexibility and creativity in planning and problem solving.
Proven ability to learn quickly, lead a team to achieve stated results and objectives.
Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
Ability to work effectively with an ethnically diverse team in a sensitive environment.
Previous experience in insecure environments.
