IFES seeks to increase the professionalism and transparency of government institutions with election-related responsibilities by building their capacity through technical support.
Since 2012 IFES Libya provides technical support on strategic planning, electoral regulations and procedures, strategic communications, campaign finance, and electoral dispute resolution. IFES also supports Libya’s election commission on developing and implementing special provisions to promote the inclusion of marginalized populations, particularly women and persons with disabilities, in the electoral process.

The Voter Register System (VRS) of HNEC/CCMCE relies on SMS messages. Where voters send a text, message containing their national number and the suitable polling station number to the HNEC/CCMCE in order to register to vote.

To provide for the technology expertise required to assist IFES partners, IFES will contract an Information Technology Advisor with experience in building and upgrading data centers for election results and voter registration systems. The responsibilities of the consultant are outlined below.

Specific Tasks:
The advisor will work closely with the IFES team to support the IT team in HNEC/CCMCE to assess, develop and provide operational advice on the VRS. The Consultant will support adequate planning of IT integration efforts and provide timely advise.

As such, consultant shall:
- Engineer and structure the SMS based VRS of HNEC/CCMCE.

- Meet with ICT staff at the HNEC/CCMCE to assess what steps should be taken to ensure full capacity to conduct the VRS.

- Carry out an assessment of the VRS hardware and software to determine additional features that might be included in any update of the VRS as well as to recommend any other software development that IFES might do to support HNEC/CCMCE.

- Provide advice on the management of IT infrastructure (Data Center);

- Provide technical support including conducting training needs assessments; logistics advisory and reviewing capacity building programmes;

- Develop Software and Hardware Requirement Specification for the purposes of technology procurement.

- Offer on-site technical support to IFES Libya or HNEC/CCMCE including:
o Installing and configuring computer hardware operating systems and applications;
o Monitoring and maintaining computer systems and networks;
o Troubleshooting system and network problems and diagnosing and solving hardware or software faults;
o Recommending replacing of parts as required;
o Assist in the development of proposals for the procurement of computer systems and services;
o Advise security breach and/or change in password or security status

Qualifications:

- 5 years of related work experience

- Strong ability to communicate effectively in English and Arabic, both verbally and in writing;

- Masters (preferred) or Bachelor’s degree in computer science, software engineering, electric
& electronic engineering, information systems or other science/engineering disciplines.

- Ability to work independently and collaboratively with program team

- Excellent report writing and organizational skills

Period of Performance: 1 year contract with possibility for extension.
