Project Manager - INTERSOS


Duty Station: Tripoli, with several trips to other project locations in West and South Libya

Starting date: 15th May 2021

Ending date: 31st December 2021

Reporting to: Country Programme Coordinator

Supervision of: project Engineer

Main purpose

In close collaboration with the Coordination team, define, plan and implement project activities, identifying needs, analysing context and humanitarian issues at stake, risks and constraints and calculating human and financial needs. Coordinate Quick Impact Projects (QIPs) in the field, to efficiently ensure the goals and realization of planned activities.

Responsibilities and tasks

Planning, implementation and monitoring/evaluation and sets targets as included in the project description

– Make accurate planning of project activities, develop work plans and closely monitor implementation rate, to ensure timely achievement of QiPs

– Steer and supervise the implementation, monitoring and evaluation of the QiPs

– Make sure all the documentation related to the project is well kept so to ensure the whole history of the project is correctly handed over.

– Monitor the risks and threats around the project(s), including COVID-related challenges, documenting the situation and analysing the context, in order to put in place mitigation measures to ensure smooth implementation of QIPs

– Liaise with the logistics team for project purchases and supply, to ensure correct application of INTERSOS and donor procedures

 

Financial management

– In collaboration with Finance department, monitor financial supervision of expenditures and ensure proper management of project funds

– Update project financial planning on a monthly basis and propose budgetary adjustments in compliance with INTERSOS’ model and donor regulations

– Approval of all purchases/contracting and budget line allocations;

– Ensure for all purchases/contracting of goods/services/supplies the correct UNHCR procurement guidelines are applied and properly documented;

– Verify the list of expenditures prior to finalizing the interim and final financial reports;

– Holds final responsibility for verification of all support documents;

 

Team management

– Manages and evaluates the performance of the project staff;

– Plan and organise the organizational charts, distribute tasks and workload

– Organize regular working meetings and feedback sessions, in order to ensure an efficient deployment of the resources and the achievement of the expected goals

– Inform the field team on the instructions given by the coordination promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules

 

Reporting

– Provide timely and high-quality reports to the Programme Coordinator on project’s evolution and propose amendments if needed

– Produce monthly internal specific report and elaborate mid-term and final report according donor rules and regulation and INTERSOS Project Appraisal Tool, ensuring accurate data collection and timely submission

– Report in a timely manner any eventual challenges or delays faced, loss or damage occurred, including alleged fraud or misconduct

– Actively cooperate with the MEAL Unit on Data Collection, Management and analysis

 

Requirements

– Hold an advanced degree in engineering, management, architecture, business administration and related fields

– Minimum 2 years relevant working experience in project management with INGOs, including direct financial management of project budget

– Strong experience with monitoring tools and systems

– Good knowledge of MS Office (Word, Excel, Outlook) and ODK/KOBO or other similar software

– Excellent written and spoken English

– Ability to adapt and respond to programmatic sudden changes

– Ability to adhere to deadlines and respect line management

– Readiness to commit and adhere to the values, mission and vision of INTERSOS

– Previous experience in project management funded by UNHCR is an asset
