Visit www.ctg.org to find out more As non-annex I party to the United Nations Framework Convention on Climate Change (UNFCCC), Libya is signatory of the Paris Agreement since 2016, though it remains amongst the three states that did not yet ratify the agreement. The country ratified the Kyoto Protocol in 2006 and joined the United Nations Convention to Combat Desertification (UNCCD) in 1996. Despite these international commitments, it appears that minimal advancements have occurred in the last decade in addressing the issue of desertification. Furthermore, there has been a lack of alignment between global policies and pertinent national measures, as evidenced by Libya’s lack of a National Climate Change Strategy (NCCS) and a National Determined Contributions (NDC). Nevertheless, the government recognizes the need for strong commitments in addressing climate change issues, protecting its people and resources from its impacts through both adaptation and mitigation means, and putting in efforts and measures to curtail the emissions of greenhouse gases that contribute to climate change. The consultant will provide strategic guidance to Our client, UN and its partners to more effectively improve the governance, performance and sustainability of the Environment Sector, while working closely with the Libyan relevant stakeholders. S/He will providetechnical guidance to the Ministry of Environment (MoE) and particularly the National Climate Change Committee, which will assist UNDP and other UN agencies in prioritizing and tailoring programmatic interventions in support to the related national counterparts. More specifically the support includes: (i) the preparation and implementation of an action plan for the development of Libya’s first Nationally Determined Contribution (NDC; (ii) contribute to the Climate Change and Environment Working Group, while supporting the related national counterparts in the development and implementation of Libyan National Climate Change Strategy; (iii) produce an assessment of the status of National Plans and the institutional capacity of Libyan institutions to carry out these plans; (iv) support the rollout of the methane emissions reduction pilot with NOC; and (v) provide need-based analysis and advisory support to Our client and stakeholders. The Senior Climate Change Advisor will support with stakeholder mapping and sector assessment to identify /validate priority areas of work for Our client’s Environment and Climate Change sector strategy and programme for Libya. S/He will establish and maintain proper coordination with the Ministry of Environment (MoE), National Oil Corporation (NOC), Ministry of Local Governance (MoLG), National Desertification Committee, the Libyan National Metereology Center (LNMC) and other relevant partners. The Senior Climate Change Advisor will participate and facilitate cooperation with partners including the World Bank, USAID, GIZ, UNEP and other UN agencies, other relevant development partners, academia, private sector and civil society organizations. S/He will support UNDP’s representation in various forums, workshops and conferences. The consultant will work under the overall strategic guidance of Our client Deputy Resident Representative (Programme) and direct supervision of Team Leader for Energy and Environment Pillar. Overview of position
Due to its geographical location in the southern Mediterranean, Libya is experiencing increased temperatures and aridity due to climate change. The southern Mediterranean region is undergoing a faster warming trend compared to global averages, attributed to pressure systems generated by the relatively shallow Mediterranean Sea and their interaction with African wind patterns. Consequently, by 2020, as global temperatures rose by 1.02°C above pre-industrial levels, Libya observed a temperature increase of 1.5°C. Projections suggest that this warming trend is expected to persist, with forecasts indicating a further 2.2°C rise in temperature by the year 2040. Precipitation is currently decreasing by approximately –1.95 millimetres a year. The densely populated regions of Libya, including coastal areas, low mountains, and scattered oases in the desert, face high levels of land degradation. These areas also experience limited protection for their biologically diverse ecosystems and habitats. One of the primary environmental challenges in Libya is desertification, representing a significant threat that worsens the risk of additional depletion of already scarce arable land and potentially impacting food security.
