Position: Project Officer
Duty Station: Sabha, including regular travels within Libya and in Tunis according to requests.
Schedule: Full time employment
About the Job: under the overall supervision of the Programme Coordinator based in Tunis and in close collaboration with other staff based in Sebha (Project Coordinator and Liaison and Access Coordinator), the Project Officer will contribute to the overall management and implementation of CEFA’s operations in the South West of Libya, with specific focus on the project “Mujtam3ay: Empowering New Municipalities for Inclusive and Sustainable Services”.
Project Planning, Implementation and Follow-up:
- Support the adequate planning, implementation and monitoring of project activities in the target areas, ensuring the respect of technical requirements and quality standards and in compliance with CEFA and donor-specific guidelines.
- Pay regular visits to the target areas to monitor the correct and timely implementation of project activities.
- Timely report incidents and difficulties to management and provide solutions or suggestions for improvement.
- Maintain adequate filing of documents related to project activities, monitoring and evaluation and other supporting documents.
- Collect communication / visibility materials in compliance with CEFA and donor-specific guidelines.
Procurement and Logistic:
- Provide support to the Procurement Officer based in Tunis for the follow-up with supplier and service providers.
- Ensure collection, filing and transfer of key documents (i.e. delivery notes) as requested and adequate management of CEFA assets and update of inventories as requested.
Internal Coordination:
- Regularly attend weekly staff meeting and contribute to the preparation of weekly plans; provide regular updates on tasks and progress and be responsible for the timely transfer of information for the preparation of inception reports, work plans and donor reports.
- Ensure regular and timely communication and information sharing with other departments as requested, including HR/administrative, security, logistic and procurement in line with CEFA internal procedures.
- Support the management team in project identification and development of new project proposals, contribute to the implementation of rapid assessments ensuring the accurate and timely collection of information.
External Coordination:
- Establish and maintain professional and collaborative ties with target groups throughout the whole project and provide adequate information on the project activities, risks involved, possibilities.
- Contribute to maintain the appropriate level of coordination and collaboration with partners, consultants, service providers, suppliers and other stakeholders.
- Represent the organization in external coordination meetings and provide updates on the ongoing interventions as requested.
- Always maintain professional attitude and relations, high ethical standards in line with CEFA principles/rules SOPs and code of conduct.
Required:
Experience and technical competencies:
- Minimum 2-3 years of working experience with a NGO, INGO, UN Agencies, and around 2 years in field-based project management and activities’ implementation capacity.
- Proficient in skills (MS-Excel, MS-Word, Outlook, etc.).
- Able to work with tight deadlines and under minimum supervision.
- Excellent Communication and Organizational skills.
- Excellent Time Management and Team Working Competencies.
Education: Bachelor’s or Master’s degree in international development/relations, development studies, project management, economics, public/business administration or other related disciplines.
Languages: fluency in Arabic and English is required.
