Field officer- Al Gorda - We world- GVC


Job description

 

The Field Officer will work under the direct management of the Field Activity Manager based in the South of Libya and the technical supervision of the Logistics and Procurement Officer based in Tripoli.

 

She/he will work closely with the Program Manager, the Project Coordinator, the engineers, the partners and the suppliers, to coordinate and supervise the “hard components” (rehabilitation, equipment etc.) of the activities to be implemented within the project.

 

MAIN TASKS AND RESPONSIBILITIES

Coordination (external/internal):

  • Liaise with Project Coordinator and Logistics and Procurement Officer to ensure appropriate procurement of goods and work towards cost-effectiveness of logistical systems.
  • Liaise with local stakeholders for coordination of project activities.
  • Conduct and contribute to regular coordination meetings.
  • Keep a repository of all the documents and files, corresponds, relevant to the program/project/office in South Region.
  • Ensure proper documentation and archiving of project-related information, including photos, videos, success stories, and lessons learned.
  • Assess and analyze the security situation in the field area, including potential risks and threats, and provide regular updates to the project team.
  • Facilitate the establishment and maintenance of effective communication channels with community members to address their concerns, feedback, and grievances.
  • Coordinate with local authorities and organizations to ensure compliance with legal and regulatory requirements, as well as the smooth implementation of project activities.
  • Provide regular updates and reports on the progress, challenges, and achievements of field activities to the Project Coordinator and other relevant stakeholders.

Activities implementation:

  • Conduct field assessment and follow up visits to the targeted locations.
  • Facilitate procurement of materials from approved suppliers working in close collaboration with WW-GVC supply chain team and in line with organizational and donor policies, systems, and procedures.
  • Support in drafting BOQ, and the follow up at field level of procurements steps.
  • Supervise and provide technical support to project rehabilitation/distribution activities through coordination with the suppliers, partners and WW-GVC local team.
  • Ensure efficient utilization and full accountability for the project resources including rehabilitation materials and equipment.
  • Support the coordination and delivery of training programs for project staff, volunteers, and community members to enhance their skills and knowledge.
  • Coordinate any field implementation including the awareness campaign in the community in close collaboration with other Project colleagues.
  • Prepare district work-plan and progress reports as defined by the project guidelines.
  • Support in planning and managing logistics, transportation, and suppliers’ services.
  • Follow up on suppliers’ invoices and monthly payments and report it to the finance manager.
  • Coordinate and facilitate meetings and workshops with community leaders, local authorities, and other relevant stakeholders to ensure their active involvement and participation in project activities.
  • Assist and follow up with community mobilizers in the development and implementation of community mobilization and outreach strategies to increase awareness and participation in project initiatives.

Monitoring:

  • Conduct regular and ongoing monitoring and reporting on rehabilitation activities, capacity building and community awareness.
  • Support the M&E officer in the implementation and regular collection of the Sources of Verifications.
  • Conduct regular field visits to monitor the quality and effectiveness of project interventions and provide timely feedback and recommendations for improvement.

Other:

  • Participate in any other job-related activity assigned by superiors.
  • Ensure compliance with ethical guidelines, including confidentiality, data protection, and child protection policies, in all project activities.

 

ESSENTIAL REQUIREMENTS

 

Qualifications and Knowledge

  • Computer literate – Basic MS Word, Excel, Power Point, and Project;
  • Arabic native speaker;
  • Proficient knowledge of spoken and written and English;
  • High Diploma or University degree.

 

Professional experience

  • Minimum 2 years of relevant work experience;
  • INGO working experience in Libya.

 

Personal skills

  • Good time-management and organizational skills;
  • Team player;
  • Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.

 

 

Type of contract: Employment Full term – 6 months contract renewable, with 3 months trial period

Strating date: Mid- July 2023

Monthly gross salary range: To be defined according to the candidate’s profile.
