Outreach officer / Misrata - Cesvi


Job Description

Under the supervision of the Outreach Supervisor, the Outreach Officer will work, in compliance with CESVI policies and Code of Conduct, in direct contact with the target populations of the project and with local civil society organizations (CSOs). S/he will be in charge of identifying vulnerable cases, conducting monitoring visits, assessing the protection needs in Misurata urban areas, as well as of liaising with CSOs to coordinate joint activities and represent CESVI towards local civil society actors.

Responsibilities and main tasks:

  • Conduct outreach visits in the community to identify vulnerable families and/or individuals among the host community and the migrants and refugees’ communities in order to establish their protection needs;
  • Organize and conduct home visits to collect meaningful information to determine the eligibility of the beneficiaries to the services provided by CESVI;
  • Coordinate with case workers in providing the necessary counselling and assistance to people in need;
  • Participate in beneficiaries needs assessments to determine protection concerns and responses;
  • Liaise with CSOs to conduct service mapping, collect information on their activities and for potential collaboration;
  • Organize and coordinate with CSOs trainings on different protection topics to be held from CESVI staff to CSOs’ members;
  • Collaborate with CSOs on the implementation of sub-granted projects, including support and monitoring of their activities;
  • Coordinate and organize any meeting with CSOs relevant to the implementation of the project, including coordination, update and monitoring meetings;
  • Manage and carry out collection, analysis and interpretation of field data and prepare reports;
  • Organize and conduct NFI distribution at community level;
  • Coordinate with MEAL team to conduct PDM related visits on the activities conducted;
  • Organize and conduct awareness sessions and dissemination of information on protection principles and services available;
  • Refer cases externally to other organizations for the necessary support;
  • Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
  • Participate in multidisciplinary teams, trainings and meetings regarding, among others, Child Protection, GBV and PSS;
  • Fulfil any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities.
  • Raise awareness of the affected communities about the safeguarding system and how to report concerns.

Safeguarding policies
CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion, or ethnic origin.
CESVI takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies as well as of CESVI code of conduct and of CESVI ethical code.
Reporting to: (Hierarchically and functionally) to the Outreach Supervisor, or in his/her absence, to the Field Coordinator.
Duty station: Misrata, Libya

Job Requirements

Education: High School diploma and above (preferably in social sciences or humanities)
Experience: Require practical knowledge and skills, with a strong ability to communicate to different types of audience, usually acquired through experience (1 to 2 years) in similar roles/relational positions. Previous experience with International NGOs is a strong asset.
Interpersonal skills: Good communication and relational skills, ability to professionally representing the organization, good sense of adaptation to different types of audience/communities, respect of deadlines, organization skills and teamwork skills.
