National Land Release (LR) Officer - Handicap International


From 2012-2014, Handicap International or Humanity and Inclusion (HI) conducted Clearance operations on the Ammunition Storage Area (ASA) within the extensive compound of the Air Force Academy in Misrata which originally consisted of forty-three reinforced concrete storage bunkers. The ASA is situated next to the civilian airport with its parameters insecure and easily accessible.

 

The bunkers were destroyed or partially destroyed by NATO bombs during the civil war in 2011. As a result of the bombings, many thousands of items of ordnance remained destroyed or partially destroyed or left beneath the rubble of the bunkers. In addition, thousands of items of ordnance or Explosive Remnants of War (ERW) were blown up and landed up to 1.5km around the site and remain lying on the surface where they landed. Due to the relative poverty of some sections of Libyan society, some local people in Misrata collected scrap metal from this dangerous zone to sell it. With little consideration given to the dangers, many used hammers, chisels, and disk cutters to attempt to remove brass and copper from live ERW. This abandoned and largely unserviceable ammunition is also harvested by terrorist groups and used in the construction of Improvised Explosive Devices (IEDs). After a Land Release project was completed in the town of Tawerga, south-east of Misrata in 2018, HI suspended Clearance activities in Libya and concentrated on VA and EORE and the delivery of a MHPSS project.

 

HI is now looking to restart its land release operations in Libya this 2023 and this position will contribute to Phase 2 of a three-phase LR plan. Phase 1 was an exploratory mission conducted from December 15 to March 15, 2023 and this project will build up on the results of that exploratory mission.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

OVERALL MISSION

Under the responsibility of HQ LR Specialist and in coordination with the Libya Area Manager, this mission is to comprehensively assess Ammunition Storage Areas (ASAs) which are currently unprotected and are known to be targets of individuals who are supplying abandoned and unexploded ordnance for the creation of IEDs. These ASA’ are located south of Tripoli. Assessments will concentrate on creating individual Technical Information Sheets (TIS) for each ASA, listing type and quantities of Ordnance, condition of Ordnance and finally a Clearance Plan, so that individual clearance projects can be costed. Security of sites is an important consideration so to avoid redundancy and to aid work continuity, ASA’s from two different geographic locations will finally be chosen from four areas that will be initially screened: Tripoli, Gharyan, Mizdah and Esspeia. While the assessments are being conducted, complementary EORE sessions and establishment of Community Focal Points (messengers’ training) will be conducted to these four locations by the HI EORE team composed of one Technical Officer and three agents.

 

RESPONSIBILITIES

The National LR Officer will:

· Assist the HQ LR Specialist in reflecting the realities on the ground while assessing ASAs, specifically security issues and challenges of the mission;

· Lead the tasking on assessments collaborating with Area Manager specifically on context-related concerns;

· Travel to Tripoli, Mizdah, Gharyan and Esspeia as targeted assessment areas;

· Create individual Technical Information Sheets (TIS) for each ASA completed data sheets;

· List type and quantities of Ordnance and condition of the Ordnance identified;

· Assist in developing a clearance plan;

· Coordinate with EORE agents and Technical Officer on complementary EORE activities and in consolidating additional data gathered by the EORE Team;

· Act as interpreter and assist in discussions with local and national authorities;

· Perform other duties and responsibilities as and when required by the HQ LR Specialist.

REQUIREMENTS OF THE POSITION

  • EOD L2 certification and a minimum of 3 years working in Humanitarian Mine Action
  • Experience of field work with an NGO in the humanitarian/development sector
  • Specific knowledge of ASA clearance procedures and the types of ordnance commonly found in Libya
  • Clear understanding of LibMAC and its procedures
  • Experience in creating TIS for ASA together with working budget for the full clearance plan
  • Good communication and writing skills in English
  • Knowledge of the geographic locations where Ammunition Storage Areas are situated
