Overview of position
Our client’s project Support to Transitional Justice and Reconciliation at the Local and National Levels in Libya is an ongoing project that aims to facilitate dialogue between different parties in localized disputes and to work with the parties to identify a way to develop capacities for conflict resolution, establish transitional justice processes to deal with past violations and develop plans to enhance community security. The project supports key actors at the local and national levels to a) continue dialogue processes on transitional justice and return of IDPs; b) develop strategies and plans to support transitional justice measures; c) support inclusive community safety and security planning. The project began with the Misrata and Tawergha dialogue, started in 2017 to replicate the approach in other communities.
A joint reconciliation committee from Misrata and Tawargha have been formed and various working documents produced. However, although a timeline was agreed to the return of the Tawerghas the vast majority still remain displaced in various parts of the country notably Tripoli, Benghazi and south of Tawergha city either in camps or in residential areas. Various local authorities in Misrata (police, mayors, local council, etc.) are adamant that they will protect the returnees, and that social services will be provided.

The aim of the project is supporting the Misrata-Tawargha joint committee in implementing the agreed roadmap including supporting transitional justice processes and facilitating the return of IDPs in safety and dignity. This includes addressing some of the fundamental causes of the conflict between the two communities, dealing with allegations of past human right violations, and promoting dialogue between the two communities. The project is focusing on empowering both sides through community-based dialogues to address grievances related to human rights and humanitarian issues.

Role objectives
Under the guidance and supervision of Project Manager of TJ support. Translator / Interpreter to provide professional translation services for TJ project and promotes translation services consistent with our client’s rules and regulations.
Under the direct supervision of the Project Manager and the overall strategic guidance of our client/Human Rights Division, the consultant will provide technical support to TJ project by translating throughout the implementation of all community dialogue initiatives,
that aims to help expanding on current local dialogue processes and implement new initiatives.

Project reporting
Reporting to the project manager.
Key competencies • Bachelor’s degree in the field of translation, Political Science, Social Science, Communication, Education, Project development, Human resources or related field, highly desirable;
• Minimum of 3 years of relevant experience in translation in writing and oral instant translation;
• Knowledge of our client’s role, mandate and functioning is an asset;
• Experience in translating manuals, letters, and other documents with proof of past successful work;
• Ability to work harmoniously with people of different cultural backgrounds;
• Experience in the usage of computers and office software packages;
• Experience in handling of web-based management systems desirable;
• Knowledge of local languages (other than Arabic) desirable.
• Excellent communication skills
• Good knowledge of the Libyan Misrata- Tawargha context.
• Good organizational skills and attention to detail
• Excellent written and verbal communication skills.
Team management
This role doesn’t require management field.

Expected Deliverables:
The local expert is expected to deliver the following:

Producing a 100% accurate translation of English text to Arabic. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc.;
Accurate and consistent exact and agreed upon translation of UN terminology adapted to Arabic;
Ensuring Arabic language excellence and proofreading, including excellent Arabic language, vocabulary, syntax, expression and grammar as well as all relevant terminology;
Ensuring quality check and proofreading of translation; ensuring that no typographical errors are left in the final text;
The translation submitted to our client under this TOR is the property of our client and cannot be submitted, distributed to or used by any other party, unless arranged otherwise;
The translator is obligated to work within the required deadlines and be available to TJ project for comments and corrections;
Providing interpretation (consecutive, simultaneous and whispering) services from Arabic into English and vice versa;
Managing the interpretation services when needed for some events like press conferences, workshops, seminars, etc.;
Preparing the necessary documents that help facilitating interpretation;
Taking the necessary measures with other interpreters that ensure the quality of interpretation.
