Overview of position
Our Client is working with its partners and local authorities to provide and scale up Reproductive Health. It aims and Violence against Women response in Libya in an integrated approach. Through the project (Women and Young girls Protection and Empowerment), aims at enhancing safe and timely access to GBV/SRH services among the conflict affected population with focus on psychosocial support in addition to case management for GBV survivors in Tripoli, Benghazi, Sabha and Ubari through supporting existing Women and Girls Safe Spaces.
Role objectives Under the overall guidance of the GBV Programme Analyst and supervision of the field GBV Coordinator in Libya, the incumbent is responsible for assisting the GBV Units in the provision of psychosocial support services in a number of identified Women and Young Girls Safe Spaces and IDP camps.
The purpose of this position is to provide case management including trauma counseling to vulnerable women and young girls including survivors of violence. In collaboration with the GBV officers, Psychosocial Counselor will provide psychosocial support to women who consult at identified Women and Young Girls Safe Spaces and IDP camps and refer the complicated cases to specialized services.


Expected output Core Functions / Responsibilities:
Case Management
• Develop rapport with the client and build a foundation for a healing relationship.
• Providing good case management services rests on conducting a solid assessment
• Develop a case action plan with the client based on the needs that emerge during the assessment
• Implementation of the action plan and coordinating care for the beneficiaries
• Case follow up allowing the assessment of the beneficiaries’ situation as well as monitor the status of the case action plan
• Ensure case closure

• Assess the biopsychosocial and ethno-cultural needs of the patient, family and support system.
• Assess community and other large system factors affecting patient health and treatment.
• Provide psychosocial interventions that facilitate patient and family adaptation and well-being.
• Facilitate family and team communication.
• Provide referrals for survivors according to their wishes.
• Provide crisis intervention and mediate conflict.
• Provide Psychosocial first aid Provide ongoing, one-to-one counselling support to beneficiaries.
• Contribute to the development and implementation of appropriate discharge plans and referral mechanisms for GBV survivors.
• Refer complicated GBV survivors to specialized services related cases to the response team for management.
Coordination and networking
• Mobilize community to participate in GBV prevention activities in Women Community Centers, IDP camps and other centers.
• Participate in meetings with community leaders, GBV support groups and other stakeholders.
• Maintain and strengthen existing networks.
• Identify new networks to work with to ensure GBV prevention and response.
• Actively participate in scheduled meetings meant to support GBV survivors.
• Work in close collaboration with the response team to ensure ongoing needs of at-risk groups, women and girls are being met in the prevention related activities.
• Strengthen existing referral systems and networks of psychosocial service providers
• Participate in conducting trainings for partners on relevant organizational development areas.
Community engagement and outreach
• Contribute to conducting sensitization, dialogue sessions with the wider population on ways to prevent & stop SGBV.
• Contribute to the formation of support groups to enhance community engagement & ownership on GBV Prevention work.
• Disseminate relevant information during Community GBV prevention forums and meetings.
Monitoring and evaluation
• Draft and share weekly, monthly, quarterly and annual reports as per request of UNFPA
• Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner
• Ensure Core Humanitarian Standards are mainstreamed in the day to day project implementation
• Attend relevant training forums relevant to the job
• Conduct any other related activities as deemed necessary by the supervisor

Staff management and development
• Engage in quality self-care through supervision, debriefings, and other shared sessions.
• Conduct regular formal and on-job training and mentorship to the team with other related topics to enhance professionalism.
• Accompany survivors to support services, police or family as requested.
• Coordination with outreach volunteers for identification and support of cases.
• Maintain case record according to ethical and safety standards.
Project reporting Reporting to the project Manager
Key competencies Education, Experience & Competencies
• A Bachelor’s degree in relevant field (Social Science, Social Work Psychology, Gender and Development).
• Minimum of 2 years of work experience within the field of protection, sexual and gender based violence programming, social work.
• Experience in working with communities.
• Experience in implementing behavior change communication and community mobilization strategies related to protection.

Languages:
Fluency in Arabic and English
